Note: Please refer to your Subcontract Agreement, article 6.4.1.a, which states “Off-Site Discount: 5% (this discount is applicable to all requirements, and applies when the assigned personnel are permitted to work Off-Site, such as at- home)". Please be sure to price this discount in your overall price proposal when submitting bids against off-site RFQs

1. INTRODUCTION
The Acquisition Office (ACQ) provides the full range of acquisition expertise and activities which support the planning, implementation and maintenance of the required capability to support the Agency’s strategic goals and missions. We develop, implement and monitor the compliance with NCI Agency acquisition policy and procedures, and conduct all source selection activities of the Agency. We also establish, process, administer, and effectively communicate Agency policies and practices and the documents (i.e., templates) and actions necessary to implement the Agency’s acquisitions.
The Acquisition Policy Office assists the Deputy Chief of Acquisition for Procurement & Policy in developing, reviewing and implementing ACQ procurement processes and procedures aiming to support ACQ operational activities. The office also provides guidance and participates in NCI Agency and NATO-wide procurement policy initiatives. In the light of these activities, the Acquisition Policy Office is looking for a Certified Microsoft Office Expert. Specifically, the work will support with the creation of contracting templates to support the standardization of contracting processes.
2. OBJECTIVES
The main objective of this statement of work is the production of templates.
3. SCOPE OF WORK
Under the direction / guidance of the Head of Acquisition Policy, the Certified Microsoft Office Expert will:
• Interpret sample documents and template mock-ups to create functional, professional templates for contracting staff, using the samples and templates as a basis.
• Prepare and produce ad-hoc contractual documents and presentations as needed at the discretion of the Head of Acquisition Policy.
• Implement advanced features such as macros, drop-down lists, and auto-fill fields to enhance usability and efficiency.
• List of documents/templates will be established on a monthly basis and updated as needed. Progress will be monitored using the Delivery Accceptance Sheet (Annex B)

5. COORDINATION AND REPORTING
The contractor shall participate in both ad-hoc and scheduled virtual meetings of the Acquisition Policy team, as directed by the Head of Acquisition Policy.
All the deliverables provided under this statement of work will be agreed with and conducted under the supervision of the Head of Acquisition Policy.
Part of the work may involve handling classified networks and being physically present on NATO premises, therefore, a security clearance at the right level, NATO SECRET, is expected for the contractor undertaking this project.
6. SCHEDULE
This task order will be active immediately after signing of the contract by both parties and will end no later than 20 December 2024.
There is an Option to extend for a 6-month period at the discretion of the Purchaser.
7. PRACTICAL ARRANGEMENTS
The contractor is permitted to work off-site but on occasion may be required to provide support on NATO premises at the discretion of the Head of Acquisition Policy. This work must be accomplished by one contractor.
Travel costs will be reimbursed separately in accordance with AAS+ framework contract provisions and NCIA Travel Directive.

- A security clearance at the right level, NATO SECRET, is expected for the contractor undertaking this project.

Required Qualifications:
- Have industry certification(s) in the Microsoft Office suite, in particular, Microsoft Word and Microsoft Excel, such as: MO-101: Microsoft Word Expert (Office 2019) or MO-201: Microsoft Excel Expert (Office 2019)
Desired Experience:
- Have first-hand, practical experience producing templates, as evidenced by a portfolio, using advanced Microsoft Office features, including but not limited to: Visual Basic for Applications (VBA), Macros, Formulas & Custom Formatting, PivotTables and PivotCharts (e.g., PowerPivot, Data Models), Building blocks, Form controls, and XML parts.
- Ideally, have practical experience creating Adobe Acrobat templates, including the use of JavaScript for Adobe Acrobat to make dynamic form controls.
- Desired Knowledge: Knowledge of Microsoft Office Applications and Adobe Acrobat.
- The candidate is able to speak and write fluent English since the work is conducted in English.
- The candidate must have the nationality of one of the NATO member nations.
