Full Job Description

The County of Blair is seeking an individual to provide strategic and operational leadership for all aspects of County’s human resources and labor relations functions. Our hire will provides guidance to Board of Commissioners, elected officials, department heads, managers, supervisors, and employees on human resources and labor relations matters and topics, including but not limited to, recruitment, selection, performance management, investigations, corrective action, organizational development, workforce analysis, compensation, payroll processing accuracy, benefits, human resources information management, equity, policies and procedures, employee relations, collective bargaining, and legal compliance.

 In addition, they will supervise and provides guidance to department staff regarding operational procedures and practices, problem resolution, information management, and efficiency improvements. Their duties will also include explaining to department staff their essential duties, protocol, and desired performance level, explaining departmental compliance with all internal and external policies, practices, and regulatory requirements. The Director ensures Countywide compliance with all federal and state employee-related laws and regulations; consults with counsel as needed. In addition, the Director:

    1. Develops, recommends, and implements policy and benefit changes.

    2. Investigates sexual harassment, harassment, retaliation, discrimination, and/or Equal Employment Opportunity (EEO) complaints and/or claims; interviews parties, ensures compliance with all federal, state, and local rules, ordinances, and laws, maintains confidentiality of all evidence and information, and represents the County during hearings.

    3. Participates in resolution and/or administration of sensitive and/or complex employee situations; resolves personnel matters in a consistent manner.

    4. Conducts interviews and participates in selection process for department head-level job openings.

    5. Directs preparation for and represents County in collective bargaining, contract negotiations, contract administration, grievance meetings, and arbitration proceedings

6. Oversees workers’ compensation and unemployment compensation claims process; represents County during hearings.

7. Prepares and administers department budget, reconciles charges that require budget transfers (e.g., legal fees, background checks, drug tests) and prepares information to support Countywide budget preparation.

Requirements

EDUCATION/TRAINING:

Bachelor’s degree in human resources, public administration, industrial and labor relations, or related field required, or equivalent combination of education and experience.  PHR or SPHR and/or SHRM-CP or SHRM-SCP credential(s) a plus.

  WORK EXPERIENCE:

Minimum of five years’ progressively responsible experience in human resources required, including at least two years of human resources management experience. Experience with unionized workforce and labor relations a plus.   

 Supervisory skills and experience sufficient to oversee a functional unit

 Comprehensive, thorough knowledge of principles and practices of all areas of human resources management, including applicable laws
