Full Job Description
CeLeen, an operating firm of Command Holdings, is seeking a Management Analyst to support our client at the U.S. Department of State, Bureau of Consular Affairs, Office of the Comptroller (CA/C). This position is within the Strategic Planning and Policy Division (SPPD) within CA/C. CA/C is the primary financial management office for the Bureau and oversees the Consular and Border Security Programs. CA/C/SPPD is responsible for the Interagency Agreement and Reimbursement (IAR) process. This position reports to the CA/C/SPPD IAR team lead.
Responsibilities may include but are not limited to:
- Draft for client review Interagency Agreements (IAAs) for all Special Issuance passport customers.
- Submit IAAs to counterparts for review.
- Track and monitor status of all IAAs, including those under review with counterparts and those that have been approved.
- Develop a summary of all IAAs that will allow client leadership to know how IAAs will be managed.
- Develop plans to improve processes and procedures to finalize IAAs and develop invoices.
- Working with the Special Issuance Agency (SIA), CA/C Financial Management Division (FMD), and the Cost of Service Model (CoSM) team to ensure the Working Capital Fund (WCF) is self-sufficient.
- Engage with all stakeholders to answer questions on IAA and invoices.
- Manage the dispute resolution process in conjunction with SIA and FMD.
- Draft for review internal Department of State communications on the progress of IAA implementation.
- Liaise with CoSM team to validate survey data and assist with development of reimbursement rates.
- Create new tools to report on status of IAA implementation.
- Other duties as assigned by the Interagency Agreements and Reimbursements project lead and the SPPD Division Chief.
Expected salary range: $90,000-$100,000
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.

Travel:

Requirements
Basic Qualifications
- Bachelor’s Degree and 5 years of experience // OR // Master's Degree and 2 years of experience.
- Current, active Secret security clearance.
- Previous experience in a project or program management role.
- Prior experience setting program goals and monitoring progress toward achieving them.
- Able to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
- Able to work independently to assess priorities and manage daily coordination of details with minimal supervision.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Demonstrated proficiency in using all Microsoft Office applications.

Preferred Qualifications
- MA/MS degree.
- Previous experience working with the Department of State.
- Knowledge of Interagency Agreements process.
- Experience with passport processing or other consular activities.
- Understanding of working capital fund policies.
