Full Job Description
CeLeen, an operating firm of Command Holdings, is seeking an Acting IT Lead to support our contract with the USAID’s Office of Transition Initiatives (OTI). The Acting IT Lead will manage and oversee IT operations in support of OTI’s mission. This role focuses on ensuring strategic alignment between OTI’s business needs and IT systems while providing leadership and coordination for the IT team. The Acting IT Leader will foster collaboration between technical and nontechnical stakeholders, manage team responsibilities, and advocate for IT priorities across the office.
The ideal candidate will have strong management and communication skills, an understanding of IT systems and agile processes, and the ability to lead a multidisciplinary team. This position does not require a deep technical background but emphasizes leadership, strategic planning, and stakeholder engagement.
The position is currently funded for six months with the possibility for extension.
Key Responsibilities
- Manage and supervise IT team members, including the Technical Lead, Business Analysts and IT Project Manager.
- Foster collaboration and professional growth within the IT team, ensuring roles and responsibilities are clearly defined and aligned with OTI’s goals.
- Build and maintain relationships with M/CIO colleagues to ensure compliance with requirements while advocating for OTI-specific IT needs.
- Oversee the development and maintenance of IT systems and infrastructure, delegating technical responsibilities to team members and ensuring alignment with OTI’s business needs.
- Support the implementation of Systems Assessment recommendations, including defining team roles, setting expectations, and monitoring progress.
- Manage risks related to IT systems, including security, data confidentiality, and system performance.
- Communicate IT priorities and updates to office leadership and stakeholders, ensuring alignment between business goals and IT strategy.
- Advocate for and support professional development and training opportunities for IT staff.
Expected salary range: $105,000-135,000.
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.
Physical Demands:
- While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
- Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

Requirements
Basic Qualifications
- Bachelor’s degree.
- Current, active Secret security clearance.
- 5+ years of experience managing or advising teams in operations, systems management, or a related field.
- Understanding of IT systems, agile processes, and business operations.
- Excellent leadership and communication skills, with the ability to manage multidisciplinary teams and collaborate with diverse stakeholders.
- Experience managing compliance, risk, and governance in IT systems or projects in government space.
- Professional proficiency in English is required.
- Outstanding communication skills, influencing abilities, and client focus.
- Demonstrated proficiency in using all Microsoft Office or Google Suite applications.

Preferred Qualifications
- Master's degree.
- Familiarity with USAID government agency IT systems.
- Experience implementing IT systems in complex, fast-paced operational settings.
- Strong understanding of Agile.
- Certification in SHRM.
- Demonstrated success in staff development and team building within USAID bureau or office.
