IT Concepts seeks an experienced Sr. Workforce Planning Analyst to support our VA-ESOM-End Point Support and Operations Monitoring contract. The Senior Workforce Planning Analyst will be key in leading strategic planning initiatives and driving policy formulation to support data-driven decision-making within the organization. This position will introduce interactive training, team-building activities, and workshops to enhance workforce capabilities while collaborating cross-functionally with Business Operations to advance the Office of Information Technology's mission of modernizing and standardizing IT services across the Department of Veterans Affairs (VA). The Analyst will oversee the VA Enterprise Service Operations Management (ESOM) contract human capital program, focusing on recruitment, retention, and position classification while analyzing workforce data to inform staffing needs and manage position descriptions. This role demonstrates a commitment to quality and customer support through collaboration with the team to optimize workforce effectiveness and address upskilling requirements.
Responsibilities:
- Strategic planning: Lead strategic planning efforts and provide expert knowledge.
- Policy & Training: Introduce and encourage policy-driven decisions (PD formulation and alignment of roles), as well as interactive training, team building, and workshops.
- Cross-functional collaboration: Collaborate with other business operations functions to support and scale the OIT mission: "Modernize & standardize IT Services & Support across VA.”
- Responsible for VA ESOM contract human capital program, including recruitment, retention, position classification, and related activities.
- Responsible for the contractor recruitment process to include all current and future workforce needs across the VA ESOM Contract.
- Analyze & interpret current workforce data on staffing needs and responsible for recruitment activities.
- Manage position descriptions for VA ESOM Business Operations contract.
- Demonstrate a commitment to quality and customer support through close collaboration with the team, including tasks to support workforce optimization.
- Responsible for current & future workforce needs and upskilling requirements.
Location: This position can be performed in a remote working environment and will be supporting Eastern Time working hours.
Requirements
- Bachelor’s degree in operations research, mathematics, computer science, human resources or related scientific or technical discipline is required. (8 years of additional relevant experience may be substituted for education)
- 5+ years of experience in Workforce Planning and Analysis.
- Proven experience in:
- MS Office Suite (Excel, PowerPoint, Word)
- Workforce Forecast accuracy, Trend Analysis (seasonal or otherwise), Skills-Matrix, capacity gap & upskilling plan.
- Staff-level optimization, Compliance reporting, Health & Wellness.
- KPI on strategic goals & efforts, for example AES Score, Rate of recruitment, retention & reward
- Policy adherence metrics, rule-based workflow, Training calendars, Vendor management, and skills-gap analysis.
- Customer Service mindset, Decision Making, Flexibility.
- Quick Learner with Integrity/Honesty, good communication and interpersonal skills
- Industry knowledge and/or U.S. Government security controls and best practices.
- Strong problem-solving, coaching, and teamwork skills.
- Excellent oral and written communication skills, including reports and visualizations to support analysis, reporting, and briefings.
- Ability to lead team members and able to work independently
Preferred:
- Experience supporting a federal client.
- Experience with IT asset management
Clearance requirements:
- Must be able to obtain and maintain a Public Trust clearance
- Must be US Citizen or Green Card Holder.
