1. INTRODUCTION

1.1 Training is one of the key elements of new NATO capabilities, as articulated in the ‘Doctrine Organisation Training Material Leadership Personnel Facilities and Interoperability’ (DOTMLPFI) approach used by NATO to help ensure that all aspects of capability development are covered. In order for any capability and newly acquired product to be effective, Training needs to be considered in an early stage in the capability development process. This includes (but is not limited to) the following phases: analysis of the target audiences and their specific training needs, costing and planning of the design and development of training materials, planning and management of course delivery as well as maintenance and availability of those courses.

1.2 At present, the Training dimension in new NATO capabilities is often not taken into account early enough, or thoroughly enough in order to ensure the right NATO staff is trained at the right moment and to the right level. An important cause of this problem is that the process of capability development in NATO, the Common Funded Capability Delivery Governance Model (CFCDGM) is not aligned with the overarching framework in which NATO Education & Training is developed and deployed (the Global Programming process).

1.3 In 2024, the NCI Academy aims to mitigate this problem by conducting a Work Package around ‘Training by Design’. The aim of the Work Package is to align the two models and to create practical guidance for NATO staff concerned with respectively CFCDGM and Global Programming to work together, in order to ensure the Training Dimension is properly considered and anchored in all new NATO capabilities.

1.4 With this Statement of Work, NCI Academy aims to find and select a ‘Training by design consultant’ to execute two tasks that are closely interrelated:

Task 1: Create a toolkit - consisting of tangible tools and processes - that can support ACT JFD in implementing the ‘T’ dimension (training) into all new NATO capabilities. The toolkit should support ACT JFD in aligning the Common Funded Capability Delivery Governance Model (CFCDGM) with the NATO Global Programming process. framework.

Task 2: Conduct a formal Training Needs Analysis (TNA) for the ‘Training’ Line of Development within the CFCDGM, and create a design for an appropriate learning or performance solution

2. SCOPE OF WORK

The expert contractor will carry out the tasks, as per below:

Task 1: Create a toolkit that can support ACT JFD in implementing the ‘T’ dimension (training) in to all new NATO capabilities.

1.1 Lead the ‘discovery phase’ of this project: conduct initial conversations with ACT JFD / CAP DEV to build a common view of the challenges and priority pain points and overall solution direction.

1.2 Identify and describe a minimum of three Minimum Viable Products (MVPs) as main ingredients of the Training by Design toolkit, for example (the described MVPs are merely examples. The outcomes of the Discovery phase could lead to other themes and priorities):

TRA assessment tool to determine scope, focus, and effort of TRA for new CFCDGM capabilities

Standard TRA tools and templates that are aligned with inputs required for CFCDGM CRB and CPP

Process guidance to conduct TRAs, e.g. nuggets, job aids, SoPs, customized checklists, best practice examples that are fit for purpose for CFCDGM

1.3. Develop all MVPs (a minimum of three, depending on the discovery phase), in close collaboration with NCI Academy staff

1.4. Develop all associated presentation materials to socialize and implement the MVPs

Task 2: Conduct a formal Training Needs Analysis (TNA) for the ‘Training’ Line of Development within the CFCDGM, and create a design for an appropriate learning or performance solution

2.1 Lead the ‘discovery phase’ of this project: conduct initial conversations with stakeholders in SHAPE, ACT, Host Nations, IS & IMS, CMF (training audiences) and the ETEE FS Department Head as stakeholder in the development and deployment of any CFCDGM related training.

2.2 Set up and lead Training Needs Analysis (TNA) Workshops to identify the specific training requirements for the in-scope audiences.

Approximately 6 persona’s with at least 1 TNA session per persona.

2.3 Draft the TNA report in accordance with Bi-SC 75-7 (Addendum A), that identifies main training audiences and performance objectives (course control document II).

2.4 Define the contours of an appropriate learning or performance solution (course control document III) for up to 6 persona’s

3. PAYMENT MILESTONES AND DELIVERABLES

3.1 All of the defined deliverables are briefings, reports, designs or specifications with a well-defined NCI Agency-specified format.

3.2 All deliverables are to be peer reviewed within the deliverable cycle. Input and guidance will be provided by NCI Agency in written from or/and during the targeted review meetings.

3.3 Schedule of payments is based on the acceptance of the deliverables as described below:

DELIVERABLES

Task 1: Create a toolkit that can support ACT JFD in implementing the ‘T’ dimension (training) into all new NATO capabilities.

1.1 Discovery phase document/report as defined in Task 1.1

1.2 Full descriptions of at least three Minimum Viable Products (MVPs) as defined in Task 1.2

1.1 and 1.2 Delivery Date (assuming start on 1 July 2024): 1 September 2024

1.3 Three fully developed MVPs as defined in Task 1.3

1.4 Develop associated presentation materials to socialize and implement the MVPs as defined in Task 1.4

1.3 and 1.4 Invoice/ Payment Amount: 25%

 

Task 2: Task 2: Conduct a formal Training Needs Analysis (TNA) for the ‘Training’ Line of Development within the CFCDGM, and create a design for an appropriate learning or performance solution

2.1 Discovery phase document/report as defined n Task 2.1

2.2 Conduct training Needs Analysis (TNA) Workshops as defined in Task 2.2

2.3 Course Control Document II as defined in Task 2.3

2.4 Course Control Document III as defined in Task 2.4 + Final report and brief back

2.3 and 2.4 Invoice/ Payment Amount: 25%

3.4 The payment shall be dependent upon successful acceptance of the Delivery Acceptance Sheet (DAS) – (Annex B) including the EBA Receipt number Payment will be provided based on these deliveries as indicated in the table

Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex B) signed by the Contractor and project authority

4. SCHEDULE

The BASE period of performance is as soon as possible but not later than 1st July 2024 and will end no later than 31st December 2024.

5. CONSTRAINTS

5.1 All the deliverables provided under this statement of work will be based on NCI Agency templates or agreed with the project point of contact.

5.2 All code, scripts, documentation, etc. will be stored under configuration management and/or in the provided NCI Agency tools.

5.3 NATO will retain the intellectual property rights for all products developed in relation to this project.

6. SECURITY

The duties of the consultants require a valid NATO SECRET security clearance.

The expected classification level of the deliverables is NATO UNCLASSIFIED.

7. PRACTICAL ARRANGEMENTS

7.1 This is a deliverables-based contract.

7.2 The services will be provided fully remote / off site, (e.g. at the Contractor’s premises),

7.3 The quotation will be an All-In price, and will include travel costs.

7.4 Occasional travel might be required, up to two trips to Norfolk, USA for approximately 3 days each.

7.5 The services will start being provided from 1 July 2024 to 31 December 2024

7.6 Daily tasking and supervision of contracted personnel assignments, subtask activity definitions and work quality assurance, performance evaluation and sign-off any given task will be the responsibility of the NCIA project manager.

7.7 Heading and progress checks will be conducted at least once per month during the period of performance with metrics reporting the work completed and work remaining, and during final report phase. These periodic checks can be accomplished remotely as required.

8. ROLES AND RESPONSABILITIES

The development of a curriculum and courseware will be conducted in close collaboration between the contractor and the NCI Academy, as described below:

NCIA – NCI Academy: NCIA project management; Point of Contact / Guidance for all design, development and implementation issues

Contractor: Create a toolkit that can support ACT; Conduct a formal Training Needs Analysis (TNA) for the ‘Training’ Line of Development within the CFCDGM, and create a design for an appropriate learning or performance solution

9. QUALIFICATIONS

THE FOLLOWING EXPERTISE AND KNOWLEDGE IS ESSENTIAL FOR THIS REQUIREMENT:

  • The duties of the consultants require a valid NATO SECRET security clearance.

9.1 Education:

  • Bachelor of Education/MSc degree in Human / Organizational Performance, OR;
  • Bachelor of Science (BSc) degree in Electronics Engineering, Computer Science/ Software Engineering/ Mathematics/ Electronics or related discipline at a nationally recognized/certified University, with 5 years post related experience, OR:
  • a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this work, with a minimum of 8 years relevant experience.

9.2 Experience:

  • Strong existing network in NATO ACT JFD and NATO ACT CAP DEV
  • Demonstrable expert level in NATO Global Programming
  • Demonstrable expert level and teaching experience in the NATO systems approach to training (as described in Bi-SC E& IT Directive 75-7, Addendum C)
  • Demonstrable experience with conducting Training Needs Analysis and course development for NATO audiences, based on the Bi-SC E&IT directive 75-7.
  • Substantial related experience within Quality Management / Instructional Systems Design / Change Management within the NATO Education & Individual Training domain
  • Proven ability and results in developing and producing Course Control Documentation for NATO
  • Experience with the NATO Common Funded Capability Development Governance Model (CFCDGM)
  • Effective and excellent professional English language spoken and writing skills
  • Experience in Microsoft Office
  • Knowledge of NATO Education and Training Directives JFD in implementing the ‘T’ dimension (training) in to all new NATO capabilities.
  • Ability to work in an International environment comprising both military and civilian elements

9.3 Language Proficiency

  • Fluency in English, both written and spoken, is required. Working level French is desirable.

NOTE: Most of the work of the NCI Agency is conducted in the English language.
