Program Manager, Senior - NXP

Location:  Hybrid, on government site as required by the customer.

First Division Consulting, Inc (FirstDiv), is seeking a qualified Senior Program Manager to lead and support our Naval Expeditionary Program (NXP) contract. Must be able to obtain and maintain a Secret Clearance with Top Secret/Sensitive Compartmentalized Information eligibility.

The qualified candidate shall perform the following task(s):

• Lead the team to meet contract requirements and submit deliverables on time.
• Manage cost, schedule, and performance in a fast-paced environment.
• Work closely with Expeditionary Medicine (ExMed), PMS 408, and PMS 340 to ensure continuity of operations and visibility of any future requirements.
• Closely monitor contract execution and effectively manage resources.
• Multi-task and establish priorities to meet deadlines and communicate, as necessary.
• Act as single point of contact for escalated issues with NXP, provide solutions, and track issues through to resolution.
• Track funding of labor hours and other direct costs by project.
• Manage subcontractors and subordinate travel requests and funding.
• Support all aspects of recruiting, onboarding, and staffing.
• Support company business development activities.
• Local travel required as needed
• Overnight/multi night travel approximately 5-10%
• Work independently with minimal supervision.

Requirements

• Undergraduate degree or 12 years of demonstrated engineering or program management experience with minimum of 8 years in supervisory role.
• 8+ years of demonstrated work experience in Program Management in support of DoD Program Management Office (PMO), Program Executive Office (PEO), or equivalent.
• 5+ years’ experience in communicating, interacting, and working among Senior Executive Service and Flag level personnel.
• Demonstrated proficiency with Microsoft Office products/ services; Word, Excel, and PowerPoint.

Desired Education and Experience:

• Graduate degree in business or engineering management related discipline.
• PMP and/or DAWIA Level III PM certification or 15 years of PM experience.
• 8+ years of demonstrated work experience supporting acquisition programs related to Navy expeditionary or anti-terrorism afloat missions, Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW), non-lethal or scalable effects weapons, or NSW systems or equipment.
• Prior service, military or civilian, within any component of the Navy Expeditionary Combat Command (NECC) or United States Naval Special Warfare Command (NSWC).

Physical Requirements:

• The employee may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
• Specific vision abilities required include close vision requirements due to computer work.
• Light to moderate lifting may be required.
• Regular, predictable attendance is required; including quarter-driven [RF1] hours as business demands dictate.
