Position Overview

Citizen seeks an experienced, motivated, and entrepreneurial Head of People and Operations to oversee our data-driven company’s operations, strategic initiatives, team-building, and HR functions.This candidate will serve as an operational leader to help tie Citizen’s strategic goals to our workflow and culture and collaborate with the CEO to evaluate opportunities for operational improvement in and across Citizen capabilities. In addition, this person will be primarily responsible for working alongside Citizen’s CEO to translate the organization’s impact and growth goals into action to ensure our vision is brought to life. Lastly , the person in this role will work to acquire, develop, and retain top talent to advance Citizen’s mission, cultivating a high performing team culture and effective organizational practices that prioritize our shared values. This role is perfect for a utility player who wants the opportunity to bring ideas to the table and grow professionally across a variety of skill sets. 

Citizen is a remote company, and we’re happy to consider candidates that are currently located and reside in the U.S. for this position.

Citizen Data provides actionable data and research to organizations working to protect and strengthen American democracy. Founded in 2019, Citizen’s team of data scientists, analysts, and strategists is dedicated to equipping leaders and organizations with the best-in-class insights and products they need to unite Americans, bridge divides, and advance meaningful change.  

Over the last couple years, Citizen has worked with partner organizations to curate a cross-partisan voting constituency for Ballot Measure 2 in Alaska — an unprecedented democracy reform — and worked with election administrators in 8 key states to adapt their operating models to a presidential election executed during a pandemic. More recently, we’ve expanded our reach within the pro-democracy space, partnering with more than 75 aligned organizations who leveraged our data into strategy and action across 35 states.

The Role

While there will be set responsibilities for the role, no day will be the same. We are looking for someone who can be agile and thrive in a fast-paced, mission-driven, entrepreneurial environment. The ideal candidate will be a resourceful, highly collaborative team player who possesses strong written and verbal communication, administrative, and organizational skills, and who excels at managing multiple priorities at once.

The role will be primarily responsible for working alongside Citizen’s CEO and leadership team to  assess how team members interact with current systems/tools/processes, identifying areas where capability functions may be falling short and implementing new tools or procedures to ensure the team runs smoothly. In addition, the Head of People and Operations will work to acquire, develop, and retain top talent to advance Citizen’s mission, managing all aspects of our hiring pipeline. 

Alongside Citizen’s CEO, this role will also help gather feedback and work with other relevant team members to evaluate and strengthen team culture and Citizen’s work environment to continuously embody our mission, vision, and values. Role responsibilities: 

  • Identify, develop, test, refine, and implement new systems, tools, and processes that increase team efficiency and effectiveness for both internal and external projects and across teams; evaluate existing tools and processes to understand and help identify where internal efficiencies can be improved.
  • Support Citizen’s mission through managing Citizen’s talent recruitment, acquisition and retention, including implementing long-term strategic talent management objectives.
  • Work alongside Citizen’s leadership team to generate key metrics for organizational growth and success and tie Citizen’s strategic goals to company workflows and culture.
  • Actively work to support the success of other Citizen team members and cultivate an organizational culture that is highly collaborative, humble, and prioritizes continuous learning.
  • Collaborate with departmental and executive leadership to draft and implement the organization's staffing and operations budgets.
  • Manage vendor relationships and future Operations Associate.

Requirements

  • 5+ years of relevant work experience (e.g., operations, strategy, talent management, recruiting, human resources, etc.), ideally in the tech, social impact, public policy, or political space.
  • Proven track record of setting ambitious yet achievable organizational goals and ability to drive results, with a focus on delivering measurable outcomes aligned with the company's strategic priorities.
  • Possess a working knowledge of applicant tracking systems, as well as best practices in interview techniques and applicant screening.
  • Strong leadership qualities. You are decisive, level-headed, and can handle difficult conversations.
  • Proven track record of managing competing deadlines and exercising good judgment in prioritizing tasks.
  • Superb interpersonal skills and proven ability to build relationships among staff and key stakeholders. 
  • Strategic thinker who is able to think quickly on feet, innovate and improvise.
  • Effective verbal and written communication skills.
  • Demonstrated ability to plan, execute, and staff events.
  • Organized, prompt, and detail-oriented.
  • Hungry to learn and grow.
  • Passion for Citizen’s mission and strengthening American democracy, preferred.

Salary

The salary range for this position is $95,000 - $110,000 and is commensurate with experience.
