Full Job Description

The Facility Security Officer (FSO) is responsible for facility-level security operations and NISP/NISPOM compliance for Command Holdings and the Pequot Community of Companies. They serve as the main point of contact for all security inquiries alongside the Assistant Facility Security Officer (AFSO). 

Duties included but may not be limited to:

  • Initiates new FCL packages for created or acquired PCC entity companies as needed.
  • Maintains facility clearance profiles per DCSA requirements to include ownership updates, operating agreement changes, KMP updates, and related facility profile information.
  • Tracks and monitors all classified contracts and DD-254s for the cleared entities within the PCC.
  • Prepares and participates in yearly Defense Counterintelligence & Security Agency (DCSA) vulnerability assessments. 
  • Conducts annual FCL self-inspections per DCSA requirements for all cleared PCC entities.
  • Ensures compliance with the NISPOM for DCSA as well as various Intelligence Community Directives (ICDs) as required for Sensitive Compartmented Information (SCI) and Special Access Program (SAP) procedures. 
  • Serves as a point of contact for personnel security clearance and inquiries, responding to both DCSA, investigators, client security offices, managers, and client-facing employees, alongside the AFSO.
  • Reviews completed e-APP submissions for completion and continuity.
  • Reviews security requirements for all positions within the PCC position management application.
  • Pulls and analyzes clearance-related metrics and data calls as needed.
  • Prepares, coordinates and conducts all annual security education/training in relation to the NISPOM, customer requirements and company policy to ensure government compliance. 
  • Trains and orients employees in security policies and procedures to ensure compliance with government and customer regulations alongside the AFSO.
  • Updates and maintains security briefings with updated guidance and reminders. 
  • Maintains a relationship with the DCSA Representative, prime contractor’s FSO and subcontractor FSOs. 
  • Keeps management informed on security issues. 
  • Maintains professional certifications and memberships with appropriate security associations.  

Expected salary range $70,000 - $90,000

Work Environment:

  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Bachelor’s degree //OR// 4 years of professional experience in lieu of degree.
  • 8+ years’ experience as an FSO, AFSO, or similar role. 
  • Current, active Top Secret security clearance.
  • Experience and ability to effectively use DISS, NISS, NBIS, and e-APP. 
  • Experience in reviewing DD254’s at all levels (from proposal to close out) to identify security requirements and then assure compliance. 
  • Experience reviewing all security documents to include SF-86’s for accuracy and completion. 
  • Proficient in the use of MS Office Suite, specifically Word, Excel, Access and PowerPoint. 
  • Detail oriented and well organized; able to multi-task and handle competing priorities and deadlines.  
  • Self-starter and able to work independently.
  • Strong organizational and administrative skills. 
  • Strong written and verbal communication skills 
  • Ability to deliver results and meet deadlines 
  • Professional proficiency in English is required.

Preferred Qualifications

  • Bachelor's degree.
  • Experience in a shared services environment or with a company with subsidiaries.
  • Experience with managing multiple FCLs in a shared services environment.
