Position Summary
The Director of Contracts & Procurement will play a critical role in supporting Rewiring America's mission by overseeing and managing all contracts and procurement activities, with a particular focus of compliantly servicing Rewiring America’s federal grants. This role will also serve as the customer service layer to our staff, helping them to procure services for the organization and ensuring that they receive the resources needed to achieve their goals. This role will set and maintain an SLA for contract procurement, develop and sustain a gorgeous documentation system, and will be an insightful, service-oriented team player to complement the rest of the back-of-house teams (Ops, Legal, Finance) and departments. Reporting to the Head of Operations and Deputy Chief of Staff, This position will work closely with program teams, finance, and legal to ensure that contracts are executed efficiently, effectively, and in compliance with all relevant laws and regulations.
What You’ll Do
- Contract Management:
- Develop, review, negotiate, and administer contracts with vendors, contractors, and service providers for new and ongoing projects.
- Ensure that contracts align with Rewiring America's strategic goals and comply with all applicable federal, state, and local regulations.
- Maintain vendor relationships to handle administrative aspects of contracting and related compliance.
- Monitor contract performance, identify potential risks, implement mitigation strategies, and take corrective action as needed.
- Oversee a contract management platform, implementing automations to streamline contract life cycle management.
- Build and maintain dashboards and reports to visualize all contract data.
- Maintain back-of-house vendor relationships for both federal contracts and non-EPA contracts, acting as first point of contact for contract set up and follow up.
- Procurement:
- Oversee the procurement of goods and services related to Rewiring America’s strategy while remaining compliant with the federal Uniform Guidance.
- Develop a procurement structure that helps achieve supporting minority and women-owned businesses.
- Receive and evaluate proposals and bids, working cross-functionally to shepherd teams through the procurement process.
- Ensure Rewiring America is implementing and adhering to our already defined procurement policies and procedures.
- Maintain documentation of our procurement processes and decisions
- Work with the Deputy Chief of Staff and Operations Manager to ensure we’re implementing scalable solutions to deliver on compliance needs.
- Assist in training our teams on procurement processes to ensure compliance.
- Lead and facilitate the procurement process with our teams to ensure they are conducting competitive bidding processes, including RFIs, RFPs, and vendor evaluations in alignment with federal grant requirements.
- Compliance & Risk Management:
- Work with our legal team to identify potential areas of contract risk.
- Work with our legal team to ensure compliance with all relevant laws, regulations, and industry standards.
- Work with the contract team to conduct regular audits and reviews to identify and address compliance issues.
- Work with the finance team to ensure compliance with internal financial procedures including budget review.
- Co-develop and assist in prescribing and administering operational procedures governing the procurement functions of all departments, and the disposal, transfer and reutilization of personal property and equipment.
- Team management:
- Lead a small contracts team and evolve it over time to meet the growing needs of the organization.

Core Qualifications:
- Minimum of 7 years of experience in contract management and procurement, with a strong focus on government grants and, preferably in a non-profit or public sector setting.
- Experience working in a grant-funded environment.
- Experience working in an organization receiving government grants with associated compliance requirements, specifically CFR 200 and/or FAR
- Excellent negotiation and communication skills
- Ability to work independently and as part of a team
- Strong organizational and time management skills
Preferred Qualifications:
- Procurement related certifications (FAC-C, CPPO, etc.)
- Experience working within Google Workspace products (Docs, Sheets, etc.)
- Experience with e-signature platforms
Benefits
Compensation and Benefits
The salary range for this position is $130,000 - $170,000 USD, commensurate with qualifications and experience.

- We have an office closure between Christmas and New Year.
