IT Concepts, Inc. (ITC) is seeking an experienced Deputy Program Manager (DPM) / Business Operations Lead to support our VA ESOM-End Point Support and Operations Monitoring contract across the United States. The DPM will collaborate with and assist the VA ESOM Program Manager in executing the ESOM contract aligned with the Performance Work Statement (PWS) objectives and assume the role of Program Manager in their absence. This role entails leading business operations initiatives, addressing scope, schedule, and budget constraints, overseeing daily operations, workforce planning, IT Asset Management, risk management, and continual performance improvement.
The VA is responsible for providing comprehensive onsite and remote support to IT customers across all VA Administrations and special program offices, including direct support of over 340,000 VA employees and thousands of contractors who use government-furnished IT equipment and infrastructure. The VA provides support staff across 100+ CONUS and OCONUS locations, including difficult-to-accommodate locales, such as high cost of living or under-supported economic areas, where VA offices or facilities may be located and require onsite services.
Responsibilities:
- Program Management: Serve as the deputy program manager for the VA ESOM contract program manager as needed. Perform duties including but not limited to Risk management, Budget management, Stakeholder communication, Program/project planning & coordination, submitting briefs/reports, and team productivity.
- Process Improvement: Identifying inefficiencies in current program execution, designing and implementing new processes to streamline workflows and increase productivity + reliability + predictability for VA ESOM Business Operations.
- Team Leadership: Leading and motivating the VA ESOM program team, assigning tasks, and providing guidance to ensure smooth execution.
- Performance Monitoring: Tracking key performance indicators (KPIs) to evaluate operational effectiveness and identify areas for improvement.
- Budget Management: Overseeing operational budgets, ensuring cost control, and allocating resources efficiently.
- Strategic Alignment: Collaborating with cross-functional contract team members and VA stakeholders to ensure operational strategies align with overall VA ESOM Goals and serve as “the voice to the customer.”
- Problem-solving: Identifying and resolving operational issues, troubleshooting challenges, and implementing corrective actions.
- Compliance Management: Ensuring adherence to relevant agency regulations and industry standards within operations.
- Communication: Effectively communicating business operational contract updates, plans, and issues to VA stakeholders at all levels.
- Change Management: Implement approved operational initiatives and manage change effectively within the VA ESOM Business Operations contractual commitment.
Location: This is a 100% remote position open to candidates based in the United States
Requirements
- Bachelor’s degree in engineering, Computer Science, Systems, Business, or related scientific /technical discipline. (8 years of additional relevant experience may be substituted for education)
- 12 years of relevant experience in Business Operations Management and Project management.
- Must be well-versed in the Project life cycle, IT Asset Management, and IT Service Management.
- Must have Program Management Office experience and Business Operations experience.
- Must be able to identify, document, and mitigate program risks.
- Mentor and guide portfolio/program / project managers and other contract managers in planning and executing their responsibilities
- Proven leadership skills, ability to build teams, and execute with strong ownership and minimal oversight.
- Proactive, consistently taking initiative and advocating for necessary actions.
- High emotional intelligence, with the ability to effectively communicate and empathize with staff, colleagues, cross-functional teams, and customers.
- Exceptional verbal and written communication skills.
Preferred Qualifications:
- Experience with ServiceNow.
- Experience in Hardware and Software Asset Management.
- Ability to multi-task, think quickly and make decisions.
- Experience supporting a federal client.
- Active PMP or equivalent Certification
- Section 508 conformance experience or knowledge
Clearance Requirements:
- Able to obtain and maintain Public Trust Clearance.
- US Citizen or Green Card holder.
