Full Job Description
ThinkWell is a global health organization focused on using tailored health financing approaches to help low- and middle-income countries achieve universal health coverage. We believe that effective health financing systems are essential to ensuring health services are well-resourced, high quality, and accessible. We specialize in five practice areas that intersect with health financing: governance, human resources for health, the private sector, public financial management, and research and evaluation.
Under the direction of the Design Lab staff, the consultant will understand the following scope of work:
- Develop compliant budget and supporting documents in line with template requirements and ThinkWell’s policies for proposals. Liaise with relevant ThinkWell staff (such as Talent (HR), Program Implementation Unit, or country-based team) to determine actual and historical costs for line items, such as salary, activity costs, and office costs.
- Develop simplified budget templates for ThinkWell inputs, including for single and multi-year projects to easily feed into funder required templates, such as The Global Fund, WHO, World Bank, and private sector partners.
- Draft budget narratives for related proposal budgets.
- Participate in proposal review or design sessions, as needed, to better develop the budget documents.
- Work with proposal teams and finance staff to support with cost sharing plan.
This is a short-term consultancy expected from May through September 2024.
Requirements
The consultant will ideally possess the following qualifications:
- Minimum 5 years of professional experience as lead cost/budget preparer for USG or multilateral international development programs.
- Experience developing budgets with USAID is required; developing budgets as a sub-partner for USAID is preferred.
- Experience with other donors in global health, including bilaterals and private foundations advantageous.
- High level of proficiency with Excel.
