About This Opportunity
Rockford Construction is currently searching for a Talent Acquisition Manager to join the Human Resources department. As the Talent Acquisition Manager, you are responsible for developing and implementing full-cycle recruitment to attract, hire, onboard and retain top talent for current roles and future roles within the organization. You will source candidates through various channels, review applicant resumes using the applicant tracking system called Workable and provide support and hiring recommendations for exempt and nonexempt workforce positions. This position also manages the team member performance review process, manager training, team member integration and workforce development.
To be successful in this role, you should be familiar with recruitment strategies and interviewing techniques and enjoy working in close collaboration with a human resources team and internal stakeholders. Nurturing a trusting relationship with candidates and new hires is essential to be successful in this role. The position has one direct report, the Talent Acquisition Coordinator. The Talent Acquisition Manager reports to the Chief Human Resources Officer.

Responsibilities
- Foster an environment of diversity, equity, and inclusion.
- Manage the full recruitment life cycle.
- Manage performance review content, system module, trainings, and annual cycle.
- Oversee team member integration up to one year of employment.
- Conduct and analyze Team Member exit interviews. Distribute reports to executives quarterly.
- Works with team members on employee relations concerns and resolution.
- Develop and manage college recruiting schedule and internship program.
- Partner with HR team to lead compensation data collection, analysis, and recommend best practices.
- Partner with hiring managers to define qualifications to be used in sourcing and selection and ensuring job descriptions are updated and accurate.
- Develops and implements recruiting strategy and brand strategy to identify and attract both active and passive candidates.
- Evaluates external labor market condition analyzing hiring trends, turnover rates, and candidate feedback to make recommendations and adjustments to the recruitment strategies.
- Sources candidates through a variety of internal and external methods including job boards, social media, networking, advertising, third party agencies, recruiting fairs and referrals.
- Use applicant tracking system to post, review, and communicate with candidates.
- Screens applicant resumes to match potential candidates with knowledge, skills, abilities, and experience required.
- Effectively communicates job specifics, company culture, compensation, benefits and career opportunities to candidates.
- Presents qualified candidates to hiring managers for interview and selection.
- Advises the HR Coordinator of Talent Acquisition on candidate communication and next steps.
- Provide interview support guidance and counsel to hiring managers during candidate selection.
- Facilitates pre-employment requirements within established guidelines.
- Delivers conditional offers of employment and/or communicates candidate rejections verbally and in writing.
- Reviews all pre-employment screens such as background checks, MVR and drug screening.
- Manager trainings on procedures and process as it relates to recruiting, onboarding, and orientation.
- Ensures regulatory aspects of the recruitment process are compliant with company policy and Federal/State law.
- Other duties as assigned.
Requirements
- Bachelor’s degree preferred in human resources, communications, business administration or similar.
- A minimum of 7-10 years of related experience in human resources.
- The ability to handle multiple demands while keeping a positive and results-focused attitude.
- Demonstrated ability to establish effective and cooperative working relationships built on trust.
- Comfortable making decisions independently in the best interest of the company.
- Working knowledge of applicant tracking systems and human resource management software.
- Proficient in Microsoft Office (Teams, Outlook, Word, Excel).
- A deep understanding of employment laws and regulations.
- Familiar with a wide variety of sourcing avenues.
- Ability to travel in the state of Michigan as necessary to attract and recruit talent through career fair events. (5% travel).
Preferred Skills and Experience:
- Talent Acquisition management experience.
- Construction industry knowledge.
- LinkedIn Recruiter experience.
- Familiar using Workable Applicant Tracking Database and Dayforce HRIS.

Environmental Factors
The work environment for this position may subject the individual to hazards commonly associated with construction sites. Examples of physical hazards include noise, proximity to moving vehicles, atmospheric conditions, close quarters, uneven surfaces, and elevated surfaces. The individual may also be subjected to outside environmental conditions (weather) where protection may not be available. Personal Protective Equipment (PPE) is required at all times outside the job trailer. Occasional lifting of 50 lbs. or less.
