Contract Specialist
OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Contract Specialist with 3-8 years of experience in federal contracting and procurement. This is a hybrid position.
We are seeking qualified candidates with federal acquisitions experience as a government employee (Series 1102), member of the U.S. Military, or contractor supporting a federal agency. Qualified candidates will have expertise to support full lifecycle contract management activities for a variety of vehicle types such as fixed price, time and materials, cost/cost-plus, interagency agreements, IDIQ, and BPA. Responsibilities include assisting the Contracting Officer with:
- Preparation of request for proposal (RFP) and request for quote (RFQ) packages, to include a Statement of Objectives (SOO), Statement of Work (SOW), or Performance Work Statement
- Preparation of requirements for contract award including funding schedules.
- Contract administration, to include QA surveillance, CPARS facilitation, preparation of contract modifications, and other tasks as assigned.
- Contract closeout activities.
Requirements
Qualifications
- Bachelor's Degree
- A minimum of 3 years of federal acquisition experience as a government employee and/or contractor providing direct support to the government
- Experience in full life cycle acquisition/procurement: Pre-Award/Market Research, Award, Post-Award/Contract Administration, and Contract Closeout
- In-depth knowledge of the Federal Acquisition Regulation (FAR)
- Previous experience in medical research regulations, statues, and protocols in support of military programs is a plus
- FAC-C or DAWIA certification is highly preferred.
- Excellent communication, organization, and interpersonal skills
- Ability to work with minimal guidance and supervision.
- Must be a US Citizen
- Must be able to obtain and maintain a Public Trust clearance.

Salary: $75,000 - 90,000 commensurate with experience and education.
