Full Job Description
U.S. Federal Solutions, Inc. (USFS) is a management consulting firm with offices and staff in the DC metro area. USFS was founded in 2010 and provides financial management, acquisition management, program management, and data analytic support services to federal and state governments.
Position Overview:
A member of a team that provides acquisition support services to a government agency.
- The contractor shall apply DoDI 5000.02 to provide product development, production, and sustainment.
- The contractor shall assist pre-solicitation activities (e.g., market research, SBA research, etc.).
- The contractor shall identify and determine the best procurement method, prepare a procurement plan, and develop necessary justifications and D&Fs.
- The contractor shall work with the KO and COR to make contract awards, negotiate contract terms and/or modifications, and monitor contractor performance.
- The contractor shall assist with completing contract closeout procedures at the conclusion of contractor performance.
- The contractor shall review contract related documents (e.g., Contract Data Requirements Lists (CDRLs), purchase order documentation, Requests for Information (RFIs), Requests for Proposals (RFPs), Statements of Work (SOWs), etc.).
- The contractor shall support and analyze the acquisition strategy, to include.
- a. Development of SOWs and procurement requests
- b. Preparing/staffing briefings to support market surveys and RFIs
- c. Developing resource loaded schedules
- d. Developing Life Cycle Management Plans (LCMPs)
- e. Preparing/staffing recurring monthly reports, Acquisition Program Baselines (APBs), and briefings to support milestone decisions and PMRs (both internal and external)
- f. Planning and executing Integrated Baseline Review (IBR)
- The contractor shall assist the JPdM, DJPdM, and Team Leads with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines, applying the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to product development, production, and sustainment.
- The contractor shall maintain CCaR and PPMT alignment and synchronization.
- The contractor shall facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
- The contractor shall review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.
- The contractor shall serve as the single point of contact for managing all staff actions submitted by the line and staff. The contractor shall be responsible for logging in all actions, ensuring completeness, building staff packages, and tracking them through completion, to include actions submitted to higher headquarters (HQ).
- The contractor shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.
- The contractor shall assist with all external and internal taskers. The contractor shall log in each tasker, conduct analysis of the requirement, and distribute action assignments to the line and staff as appropriate. The contractor shall also track the status of all taskers, review and consolidate responses from the line and staff, provide consolidated responses to Government leadership for review and approval, and either input the final response into the document staffing systems or submit it to other external organizations as appropriate.
- The contractor shall ensure that line and staff organizations are aware of deadlines, assignments, and objectives.
- The contractor shall assist in developing, documenting, and maintaining processes for managing taskers, staff actions, planning calendars, and other functions.
- The contractor shall collect, migrate, archive, and maintain electronic program files in appropriate electronic libraries.
- The contractor shall assist in the planning, coordination, and execution of briefings and displays for visiting dignitaries and meetings.
- The contractor shall assist in the development, implementation, and monitoring of information security policies, instructions, procedures, and control systems for activities involving clearance/classification authority and guides.

Required Qualifications:
- A bachelor’s degree
- At least six (6) years of federal contracting experience, preferably with the DOD
- Documented experience in, and working knowledge of DOD programs is preferable.
- The candidate shall have excellent writing skills and be able to effectively communicate orally and in writing.
- The candidate shall be familiar with FAR and DFAR based procurement.
- All personnel must be proficient in the use of software packages such as Microsoft Word, Excel, and PowerPoint.
