CeLeen is seeking a motivated, career and customer-oriented Travel Specialist to support USAID's Office of Transition Initiatives (OTI). USAID/OTI is a fast-paced, dynamic organization that supports U.S. foreign policy objectives by helping local partners advance peace and democracy by providing fast, flexible, short-term assistance targeted at key political transition and stabilization needs supported by custom systems.

The Travel Specialist is responsible for providing expert-level travel and operations support to OTI staff. This role requires in-depth knowledge of USG travel processes, policies, and regulations. The Travel Specialist will report to the Travel Lead and collaborate closely with internal and external stakeholders.

Duties and Responsibilities include but are not limited to the duties listed below:

  • Establish and maintain accurate and organized electronic travel files, following USG records management guidelines. Maintain travel tracking systems and assist in the design and maintenance of spreadsheets and database tools to support these systems.
  • Ensure accurate management, dissemination, and destruction of passport and visa records for travelers' compliance and travel team accountability.
  • Share relevant USG travel related information and updates with USAID/OTI staff, conduct office wide training and one on one advisory sessions with staff.
  • Build and maintain effective positive relationships with administrative and financial personnel in USAID Missions, M/FM, regional financial management service centers, USAID Travel Office (M/MS/TTD), USAID dedicated TMC, and State Departments Special Issuance Agency to facilitate the timely processing of all travel requests.
  • Conduct new staff orientation sessions, training, and mentoring of new travel team staff. Advise OTI staff on the preparation of documentation for domestic and international travel requests, country clearances, overseas shipping and storage guidance and all other travel related matters specific to each customer while providing high standards of customer service.
  • Collaborate with the supervisor to identify and discuss improvements to the current travel system and processes.
  • Prepare travel authorizations and amendments in accordance with USAID travel policy and regulations (ADS), federal travel regulations (FTR), foreign affairs manual (FAM) for OTI staff traveling on long term assignments, temporary duty assignments, evacuations, and relocations within the United States and overseas.
  • Process travel requests to ensure accuracy and approval through the life cycle of the travel action.
  • Coordinate diplomatic passport applications and renewals for all OTI staff including eligible family members, as well as the receipt of visas and country clearances for all OTI travel destinations.
  • Assist USAID travelers with the preparation, review, and submission of travel voucher package, ensuring timely payment and resolving any issues.
  • Perform other duties as assigned by the supervisor.

Expected salary range: $80,000 - $100,000

Multiple positions may be hired from this announcement.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Travel:

Requirements

Basic Qualifications

  • Bachelor’s Degree and minimum of 3 years of relevant experience, with 2 years of federal travel experience //OR// Associate’s Degree and minimum of 6 years of relevant experience, with 4 years of federal travel experience.

  • Experience and understanding of the Federal Travel Regulation (FTR).
  • Experience providing administrative, finance, or personnel support in an organization with diverse domestic and overseas staff.
  • Proficient with travel processes, policies, and regulations.
  • Proficiency in using travel management systems and tools.
  • Ability to work effectively in a team and collaborate with stakeholders.
  • Problem-solving and critical-thinking abilities.
  • Ability to adapt to changing operational and programmatic needs.
  • Proactive personality with the ability to work with limited guidance and supervision.
  • Possess excellent judgment and reliability in interfacing with all government and contract personnel.
  • Strong attention to detail and excellent organizational skills, adept at managing competing priorities and initiating projects in a fast-paced and collaborative environment.
  • Be flexible and adaptable to changing circumstances.
  • Be willing to go the extra mile and participate as an active team member who assists other team members as necessary
  • Outstanding communication skills, influencing abilities, and client focus.
  • Strong working knowledge of Microsoft Office and Google Suite
  • Professional proficiency in English is required.

Preferred Qualifications

  • Bachelor's Degree.
  • Current, active Secret security clearance.
  • Proven USAID experience with a strong understanding of complex federal travel regulations.  Experience with the Agency of International Development Acquisition Regulation (AIDAR) and the Automated Directive Systems (ADS).
  • Prior experience with e2 travel management system.
  • Prior experience with USAID’s financial management system (Phoenix).
  • Demonstrated exceptional customer service skills and a strong understanding of customer service in the travel industry.
  • Extensive track record of successfully coordinating complex travel arrangements for diverse teams, both domestic and international.
  • Available within 3 weeks of offer.
