Strategic Planner (15.18)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Strategic Planner to work with our federal client, the U.S. Customs and Border Protection (CBP) Acquisition Governance & Oversight (AGO) and Acquisition Support Directorate (ASD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager performing Strategic Human Capital Planning & Support. This position is contingent upon contract award.
Day to day responsibilities will include:
- Supporting strategic acquisition human capital planning and acquisition workforce management for CBP non-contracting Acquisition Workforce (AWF) employee life cycle, including:
- Contributing to OA and CBP Acquisition Human Capital Strategic Plan (AHCSP) drafts /annual submission for DHS and CBP planning cycles;
- Researching best practices to make recommendations for improved AWF recruitment, hiring, training & development, certification, retention, reward and recognition practices;
- Ongoing support for OA Succession Planning & Management (SP&M) efforts with PAE and OTD;
- And other strategic planning needs as assigned by Director.
- Supporting strategic AWF analysis and management needs of Directorate, including:
- AWF construct analysis, position analysis & mapping to identified AWF positions with certification types/levels desired;
- Contributing to re-writes of Position Descriptions (PDs) for possible reclassification;
- Research as needed regarding bargaining unit contract and related issues;
- Coordination of meetings with CBP PAE, PAE /LER, and PAE /IT systems personnel to identify methods of codifying AWF requirements (both process and systematically);
- Outreach (outside of OA) to partner CBP offices, teams, and PMOs for similar piloting of AWF coding and classification;
- Designing measurements to evaluate revised AWF coding, hiring and management practices;
- Working with DHS offices in support of Department-level AHCSP efforts modeled after CBP pilots/implementation.
- Assist with development, implementation, management, and improvement of performance metrics around CBP AWF management, and other workforce analysis, strategic planning, administrative or technical support as assigned by the Director.

- Must be a US Citizen.
- Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check.
- Bachelor's Degree.
- At least 10 years experience providing expertise in the responsibilities listed above.
- Project Management certifications and experience.
- Proven ability to manage and oversee comprehensive strategic plans and implementation processes, ensuring projects meet deadlines and budget constraints.
- Strong background in providing strategic advice and recommendations, with a focus on aligning initiatives with organizational goals.
- Proven experience in socializing and refining strategic plans, with a track record of integrating feedback from various organizational levels to finalize effective strategies.
- Experience preparing detailed reports for senior management, showcasing the ability to communicate complex information effectively.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
- Ability to plan / organize work.
- Have excellent oral and written communication skills.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $115,000-135,000 commensurate with experience, education, etc.
