IT Concepts is looking for an experienced Senior Advisor in support of its Human Resources Transactional Services (HRTS) program that provides HR services for the US Agency for International Development (USAID). This role will provide critical advisement and support for the Foreign Service Center and the Office of Workforce Planning, Policy and Systems Management, two of 10 Centers within USAID’s Office of Human Capital and Talent Management (HCTM). This position is a great opportunity for a candidate with foreign service management and leadership experience, a strong understanding of foreign service policy, and a desire to build consensus across USAID to drive the priorities of HCTM.
Responsibilities:
- Work with senior leadership and across organizations (e.g., HCTM Centers, USAID missions, B/IOs) to build consensus for strategic priorities and policy.
- Review Automated Directives System (ADS) and other USAID, foreign service, and federal HR policies, practices, and procedures to understand the impact on the work and priorities of HCTM and to identify potential changes and next steps.
- Advise FSC and PPSM leadership on foreign service policy and recommend updates to ADS to ensure ongoing compliance.
- Respond to Foreign Service Officers on performance management policy questions.
- Prepare briefings for the agency on Program and Policy matters.
- Coordinate between PPSM and ELR to maintain status of policy documents that are in the clearance process.
- Perform other duties as assigned (e.g., contribute to standard operating procedures, Foreign Service competency reviews; facilitate webinars for agency candidates).
Requirements
Preferred:
- Incumbent must have 10+ years of experience performing and / or demonstrating the following:
- Strong understanding of ADS and other USAID, foreign service, and federal HR policies, practices, and procedures.
- Ability to guide the organization and execution of updates to and publication of changes to ADS and other policy, based on human resources policies, procedures, laws, and standards.
- Ability to interact with and gain credibility with executive-level leaders based on depth of experience and communications style.
- Ability to conduct independent research and derive relevant and meaningful findings to inform HCTM leadership decisions.
- Good oral and written communication skills to provide counsel and to participate in the preparation of reports and briefings that outline findings and recommendations.
- Ability to multi-task, prioritize between competing priorities
Clearance:
- Must be able to get and maintain USAID Suitability- Public Trust or Higher.
- Must be a US Citizen residing in the United States.
