About the role:
Moonshot is recruiting a Senior Program Manager to support delivery of US programs.
Moonshot is currently looking for a Senior Program Manager to lead large, multi-year deliverable-based projects with government clients.
This role entails responsibility for managing and developing key external relationships with clients and partners, including public health services, NGOs, government agencies, private companies, and law enforcement bodies, as well as promoting Moonshot’s business development. The Program Manager will support the program team based in our US office, with responsibility for developing and maintaining the working culture of the growing team.
Moonshot’s offices are based in Washington, DC. We offer flexible work options including hybrid and remote. Candidates from across the US will be considered. If based outside of Washington, DC occasional travel to Washington, DC may be required.
The ideal candidate will bring strong project management skills and government contracting experience to the project, with experience of managing risk in a public safety context, and a good understanding of the online risk landscape.
Your responsibilities will include:
- Serving as the project manager of large, multi-year deliverable-based projects.
- Managing relationships with clients, partner organizations and other stakeholders.
- Developing project plans and budgets, and managing the project to deliver within agreed timeframes and budgets.
- Review deliverables for quality assurance and contract compliance.
- Coordinate with internal teams (e.g., operations, finance, design) who provide support to the project.
- Assign and monitor resources to ensure project efficiency and maximize deliverables.
- Identification and management of project risks.
- Ensuring compliance with all contract requirements and maintaining internal documentation for annual project and ethics audits, and potential external audits.
- Supporting our business development by identifying and applying for funding opportunities, building relationships with clients and partner organizations.
Requirements
Essential:
- Two or more years experience managing project teams, project plans and budgets, partners, and clients.
- Certification in project management, such as PMP or PRINCE2, or the ability to complete certification within 6 months of your start date.
- Willingness to occasionally travel and work outside regular working hours in the rare instance of a need to respond to incidents relevant to the client.
- Relevant professional or research experience in homeland security, public safety, countering violent extremism and/or targeted violence, or other online harms.
- Demonstrable ability to work under pressure, taking action and getting things done, both in managing your own workload and that of others.
- Strong attention to detail.
- Inquisitiveness and adaptability, particularly in relation to new technology and the use of social media for research.
- Excellent written, verbal and interpersonal communication skills.
- Strong people management skills - with the ability to lead and manage teams, managers, and analysts.
- Candidates will be expected to undertake any relevant security clearance procedures per the needs of clients.
- In addition, we require all candidates to be eligible to work in the US and will require proof of this alongside vaccination status.
Desirable:
- Experience managing contracts with Federal or State governments.
- Familiarity with Federal Acquisition Regulations.
- Subject matter expertise in one or more of the following areas: public health, domestic violent extremism; jihadist extremism; gun violence; targeted violence; hate crimes and violence; hate speech and abuse on social media; peace-building methods; violence intervention and disruption methods.
- Expertise in evaluating the effectiveness of social media campaigns and identifying ways to increase it.
- Advanced abilities with respect to analyzing a wide range of traditional and non-traditional digital platforms and / or professional experience in open-source research, OSINT methods, or threat risk analysis.
- Demonstrable experience with digital marketing on traditional and emerging media and social media platforms.
- Fluency in languages other than English.
