Senior Cost Estimator (15.18)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Senior Cost Estimator to work with our federal client, the U.S. Customs and Border Protection (CBP) Acquisition Governance & Oversight (AGO) and Acquisition Support Directorate (ASD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager. This position is contingent upon contract award.
Day to day responsibilities will include:
- Serving as Cost Estimating Subject Matter Expert (SME) for all projects and programs across CBP/OA Portfolios and having a working knowledge of both Information Technology (IT) and Non-IT programs system-level lifecycle cost-estimating and analysis techniques.
- Assisting and/or conducting analysis resulting in the development of CBP Cost Estimating Relationships (CERs) and improving Cost Estimating Techniques, Processes and Tools.
- Using the GAO/CBP Standardized Cost Products and Processes to complete Products with full documentation.
- Developing or assisting with the development of other Cost Analysis Products including: Alternatives Analysis, Business Case Analysis, Rough Order of Magnitude (ROM) Cost Estimating, Risk, and Uncertainty Analysis.
- Supporting CBP in the Cost Estimating Competency area including certifications from accredited bodies in the area of cost estimating and analysis.
- Providing cost estimating expertise in conducting cost estimating “excursions” of revised estimating parameters, (i.e.; changing procurement and fielding schedules, adjusting staffing levels, risk scoring, and time phasing profiles in order to support ad-hoc analysis, PPBA submissions, Affordability Analyses, or other cost and funding comparisons).
- Develop and support the management of program baselines, plans, task trackers and schedules that comply with the program's Performance Work Statement (PWS) and Work Breakdown Structure (WBS). Assist the Government program/project manager in tracking project cost, schedule and technical performance.
- Work with program or project managers to establish and monitor the program’s execution towards milestones, key events, and significant accomplishment criteria.
- Assist the Government with developing and coordinating Life Cycle Cost Estimates and perform data entry on the INVEST budget software.
- Assist the Government program or project manager in establishing project priorities.
Requirements
Requirements:
- Must be a US Citizen.
- Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check.
- Strong research and analytical skills, not limited to knowledge of various cost estimating techniques, cost driver analysis, statistics, risk analysis, uncertainty analysis, earned value analysis, and other mathematical and writing skills.
- Possess the expertise to research, analyze, catalog and archive results, for all analytical products including studies and databases.
- Possess the expertise to conduct, develop, prepare and document all Cost Estimates and Analyses for Project/Program Life Cycle Cost Estimates (LCCE) ranging from Analysis of Alternatives (AoA), Business Case Analysis (BCA), Rough Order of Magnitude (ROM), to Acquisition Decision Milestone Decision event LCCEs.
- Possess the knowledge and expertise in using various cost estimating methodologies and tools. (i.e. ACEIT, Oracle Crystal Ball).
- Possess the knowledge to prepare Independent Government Cost Estimates (IGCE) including documentation.
- Possess the expertise and capability to prepare or assist in the development of all Costing Documentation and Reports.
- Bachelor's Degree in Operations Research, or other related field.
- DAWIA Business Certification in Cost Estimating or equivalent preferred
- At least 10 years of experience providing expertise in the responsibilities listed above.
- Ability to interface with senior levels of management.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
- Ability to plan / organize work.
- Have excellent oral and written communication skills.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $130,000-150,000 commensurate with experience, education, etc.
