Senior Contract Specialist II (15.14)

 OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has future openings for Senior Contract Specialist II for a new Federal client. This position is contingent upon contract award.

Specific responsibilities will include but are not limited to:

  • Provide procurement advice and technical support.
  • Assist with procurement processes, including source selection, contract price evaluation, and administration.
  • Monitor contractor performance, approve payments, and verify deliveries.
  • Help develop statements of work, procurement strategies, evaluation plans, and pricing methodologies.
  • Determine the best contracting methods based on business needs.
  • Prepare solicitations, contracts, and supporting documents.
  • Execute and analyze contract changes.
  • Apply price/cost analysis techniques for solicitation documents and contractor proposals. Support budget development and evaluate cost proposals.
  • Ensure all contract requirements are fulfilled and properly closed out.
  • Ensure compliance with laws and regulations to protect client interests.
  • Serve as the main point of contact for major procurement issues and improve procurement operations.
  • Manage and coordinate extensive technical service contracts.
  • Negotiate complex contract modifications and resolve discrepancies.
  • Conduct in-depth price/cost analysis for complex solicitations.
  • Lead cost/price negotiations and evaluate contractor capabilities.
  • Handle disputes, approve payments, and manage contract closeouts or cancellations.
  • Manage significant procurement programs and initiatives.
  • Aid in developing statements of work and procurement strategies.
  • Provide high-level support on complex procurement issues.
  • Guide and mentor less experienced team members.
  • Respond to inquiries from internal and external parties.
  • Recommend actions to protect government interests.
  • Award and manage grants and cooperative agreements, ensuring compliance.
  • Resolve audit findings and conduct post-award reviews.

Requirements

Skills:

  • Mastery of contracting principles, laws, regulations, and procedures for pre-award and post-award actions, including procurement and contract administration.
  • Expertise in contracting methods and types for complex, long-term contracts, including Federal contract administration policies and techniques.
  • Knowledge of contracting and oversight management for supplies, equipment, services, and construction requirements.
  • Understanding of business practices and market conditions relevant to program and technical requirements.
  • Proficiency in planning, executing, and administering contracts and modifications.
  • Ability to evaluate capabilities and performance and provide technical advice to client program offices.
  • Skill in negotiation techniques to protect Government interests and ensure best value awards.
  • Proficiency in written and oral communications for presenting analysis and findings.
  • Ability to interact effectively with private sector representatives and Government experts or managers.
  • Capability to analyze complex acquisition issues, identify alternatives, and modify standard procedures to solve contractual problems.
  • Capacity to anticipate uncertainties and apply changes in contracting laws and regulations. Independence in balancing competing priorities with short lead times.
  • Knowledge of Federal grants and cooperative agreements administration, including laws, regulations, and procedures, upon demand for FA management.
  • Proficiency in grants/assistance management processes and techniques. Understanding of financial methods to assess the financial stability of grant recipients.

Qualifications:

Education:

  • A bachelor's degree with a major in any field and 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizations and management.

Experience:

  • Eight (8) or more years of direct experience in Federal contracting. At least one of these years must be specialized experience equivalent to the Federal Government GS-14 grade level that has equipped the individual with the knowledge, skills and abilities listed below.

Certifications:

  • Highly Desired – FAC-C(Professional) or DAWIA in Contracting (Professional) certification, DAWIA or FAC-C Level I certification, or other non-Federal certifications/qualifications, such as NCMA, CFCM, and CPCM.

Other:

  • Must be a US Citizen
  • Must be able to obtain or retain a Public Trust clearance.
    • The investigation will involve a credit, fingerprint, and law enforcement agency check.

Benefits

Salary Range: $130,000 - 155,000 to commensurate with experience, education, etc.
