Background
The Department of Veterans Affairs (VA), Office of Human Resources and Administration/Operations, Security, and Preparedness (HRA/OSP), Human Capital Services Center (HCSC), provides quality human capital products and services across the VA enterprise. These products and services include learning management, employee accountability, internships and learning content to more than 600,000 VA employees, contractors, volunteers and academic affiliates. HCSC products and services reduce costs, streamline processes and save VA employees time so they can focus on delivering the best care to our Veterans.
640 Acres provides support to the HCSC Talent Development Services (TDS) directorate efforts to maintain its Talent Management System (TMS 2.0) through multiple upgrades and capability updates, along with associated solutions that support TMS 2.0. 640 Acres efforts include all necessary activities to maintain TMS 2.0 through regular operations and upgrades and to identify options for filling capability gaps. These activities include planning, change management, requirements management, solution configuration, solution testing, and learning management. The focus of this effort is to achieve the following results:
· Development of plans that will serve as the guides for activities related to successful sustainment of TMS 2.0 operations;
· Definition and execution of a change management strategy that engages the VA workforce in transition efforts associated with TMS 2.0 upgrades and introduction of new capabilities;
· Development of the testing strategy and test scripts VA will use to conduct effective solution testing;
· Successful solution testing and post-test documentation;
· Solution configuration testing and documentation that support effective TMS 2.0 use;
· Effective requirements management throughout the initiative lifecycle;
· Development and maintenance of a complete toolkit of procedures, guides, and artifacts in support of the VA team deploying TMS 2.0 upgrade; and
· Support of VA stakeholders and TMS 2.0 solution administrators.
Responsibilities
640 Acres is looking for a Program Manager (PM) to create long-term, trusting relationships with our customers and serve as the principal point of contact for all client services. The PM performs program integration and project management tasks requiring management of a large-scale program, encompassing multiple projects, with a total lifecycle budget and complexity comparable to the task order at hand. These tasks may include planning, initiating, managing, executing, and closing out small- and large-scale programs in support of an agency’s mission.
· Maintaining and managing relationships with senior level management within the client organization;
· Fostering executive relationships as trusted partner;
· Providing visual and detailed progression of notional to fully developed strategies culminating in executable operational execution;
· Ensuring senior level management within the client organization is kept informed, including ability to maintain awareness of overall program status, including all relevant projects and their potential impact on higher level organizational strategic vision;
· Managing multiple operations, ensuring quality standards and work performance with direct connection to executive level decisions; and,
· Developing and maintaining plans to organize and oversee work effort and assigning resources; providing risk management and ensuring quality management.
Requirements
Required Skills/Qualifications
· Formal Education: Master’s degree in business or a related technical field
· Years of Professional Experience: eight (8) years of professional experience
· Professional Certifications: N/A
· Security Clearance: Must possess or qualify for a Public Trust (NACI)
· U.S Citizenship is required for this specific opportunity
Desired Skills/Qualifications
· Project Management Institute (PMI) Project Management Professional (PMP) desired;
· Knowledge of federal and/or VA acquisition policies, guidance, and regulations;
· Familiarity with government contracting, procurement, and acquisition;
· Operational understanding of VA Talent Management System (TMS 2.0);
· Experience supporting federal government customers (previous VA Experience preferred)..; and
· Military experience preferred.
