Program Manager
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Program Manager to work with our federal client U.S. Customs and Border Protection (CBP) Office of Acquisition (OA) to oversee the execution of the Customer Service Support (CSS) contract. This position is contingent upon contract award.
Day to day responsibilities include:
- Manage the execution of the CBP OA CSS Contract.
- Ensure CBP OA CSS contract deliverables are timely and of high quality.
- Serve as the contract leadership for approximately thirty personnel.
- Supervise the Mission Support, Acquisition, and Procurement team leads.
- Serve as a Subject Matter Expert regarding:
- Government Consulting at the Senior Executive Service (SES) level
- DHS Acquisition Program Management policies and best practices
- DHS Acquisition Review Board (ARB) Preparation and follow up activities
- Facilitating and documenting milestone and In Progress Reviews (IPR)
- Developing and adjudicating Acquisition Decision Memorandums (ADM)
- Establishing and maintaining Acquisition Program Baselines
- DHS Acquisition Work Force (AWF) support and development
- Procurement operations support activities
- Capital planning, cost estimating, and program analysis processes
Requirements
At least 10 years of acquisition program management experience.
- Expert level knowledge of DHS Acquisition Program Management processes.
- Project Management Professional (PMP), Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or DAIWA certification at the senior level.
- Able to obtain and maintain CBP Public Trust Clearance. A current CBP Clearance highly preferred.
- Must be able to commute within Washington DC Metro Area
- Must be a U.S. Citizen

Salary Range: $160,000- $200,000 yearly commensurate with experience, education, etc.
