Full Job Description

WWC Federal is seeking a Program Associate to support USAID's Bureau for Development, Democracy and Innovation, Center for Democracy, Human Rights and Governance (DRG Center) through September 2024, with the possibility of extension.

The selected candidate will help manage mechanisms intended to advance DRG objectives and help ensure DRG programs are designed and implemented in accordance with legal requirements and Agency policies. Program Associates will be responsible for supporting the DRG Center’s annual program reporting requirements, program design and procurement process, working with technical teams to develop the DRG Center’s annual Operational Plan, advising technical teams on program cycle policies and requirements, and assisting with program monitoring and evaluation.

Responsibilities may include, but are not limited to:

  • Providing support for all stages of USAID's Program Cycle for the DRG Center, including Congressional reporting, new activity designs and approvals, and portfolio reviews.
  • Supporting teams with acquisition and assistance agreement preparation and assisting with the resolution of questions related to a variety of grant/agreement issues, including Office of Acquisition and Assistance (OAA) award practices, new guidance and program needs.
  • Managing, monitoring, and reporting on financial information and support budget planning and execution processes.
  • Monitoring and tracking approval of pending contracts, grants, personnel actions, and other procurement activities.
  • Contributing to the consistent collection and reporting of data to support informed decision making.
  • Preparing briefing papers, memos, analytical graphics, presentations, reports, and responses to inquiries from internal and external stakeholders.
  • Contributing to strategic communications, including newsletters, monthly calls with Washington, DC and overseas staff, webinars, etc.
  • Supporting working groups and councils through a secretariat function such as coordinating and facilitating meetings, taking notes, disseminating information, developing, and tracking action plans.
  • Providing support to overseas Missions such as supporting planning of Temporary Duty (TDY) assignments, scheduling meetings, providing knowledge management support, preparing presentations, and briefing materials. Providing short-term virtual and in-person support to overseas Missions.
  • Supporting events for the global DRG cadre such as the annual conference by helping develop the agenda and conference materials, facilitating sessions, and supporting logistics.
  • Assisting with the creation of training materials related to learning, resilience, diversity, equity, inclusion, and accessibility.
  • Keeping abreast of timetables and upcoming deadlines, along with key OAA Procurement Action Lead Time (PALT) milestones. Monitoring and tracking approval of pending contracts, grants, and personnel actions, scopes of work, and other procurement instruments.
  • Performing record management functions in line with knowledge management approaches.
  • Performing other related duties as assigned.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Bachelor's Degree.
  • Current, active Secret security clearance.
  • 3+ years’ experience supporting or managing foreign assistance programs.
  • Demonstrated experience with program and budget management.
  • Experience with data collection and analysis to inform program learning.
  • Experience organizing calendars, scheduling meetings, and supporting with various administrative functions.
  • Experience supporting program performance and/or financial management in international development.
  • Ability to support the development of scopes of work or terms of reference for grants, contracts, cooperative agreements, or similar.
  • Experience maintaining program files and record keeping.
  • Strong interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels to facilitate effective partnerships and collaboration within diverse teams and stakeholders.
  • Ability in fostering and maintaining a culture of belonging, equality, equity, inclusion, individual resilience and organizational wellbeing for all stakeholders.
  • Ability to be attentive to detail and manage complex taskings in an efficient manner.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • A professional proficiency in English is required.

Preferred Qualifications

  • Master's degree.
  • Experience working at or with USAID, the Department of State, and/or in the field of anti-corruption, democracy, human rights, or international development.
  • Experience with USAID Programs Cycle.
  • Experience using Google suite (Gmail, Calendar, Documents, Sheets, or Google Drive).
