Program and Human Capital Analyst (15.18)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Program and Human Capital Analyst to work with our federal client, the U.S. Customs and Border Protection (CBP) Office of Acquisition (OA). This position reports to the Mission Support Directorate Lead and Customer Service Support Project Manager. This position is contingent upon contract award.
Day to day responsibilities will include:
- Supporting development and implementation of OA’s Human Capital Strategic Plan.
- Developing and applying analytic methodologies and principles, including data mining, text analytics, business intelligence, modeling data, qualitative, quantitative, and data visualization, in support of ongoing initiatives.
- Assisting in the application of analytic techniques and providing recommendations for objective and strategic direction.
- Assisting in resolving complex problems which require in-depth knowledge of analytic methodologies and principles.
- Assisting in analyzing acquisition data and formulating recommendations.
- Designing and developing materials, evaluating the effectiveness in accordance with stated Guidelines, Directives, Standard Operating Procedures, specifications and models.
- Assisting in conducting research, data gathering and technical reviews. Produce written deliverables to include reports, spreadsheets, databases, formal process, mapping, technical design and system testing and implementation activities.
- Collaborating with the Administrative Analysts to support the mission.
- Developing spreadsheets, maintain program, project, and task files, and provide technical support information for program managers, project managers, and supervisors.
- Preparing correspondence, briefs, and reports and assisting with planning, initiation, and tracking of task assignments and associated data.
- Assisting with preparing and monitoring contract budgets.

- Must be a US Citizen.
- Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check
- At least 3 years of Data Analysis Experience, IT Management, or other Data-related experience aligned to the duties outlined above.
- Bachelor's Degree in human resources management, statistics, finance, Information Technology, or some other related field.
- Have extensive knowledge and experience in obtaining, integrating and reporting client data.
- Ability to plan / organize work, and excellent oral and written communication skills.
- Ability to interface with senior levels of management.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $60,000-80,000 commensurate with experience, education, etc.
