Full Job Description

OCT Consulting LLC is a management and strategy consulting company that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

 

Responsibilities and Duties

OCT Consulting has grown significantly within the last 3 years and continues to grow. We are looking to bring onboard an intelligent, intellectually curious, organized, diligent, and detail-oriented Operations Director for a USAID project. The project pertains to knowledge management, learning, data, and training and is critical for USAID to meet its mission objectives.  

This position is contingent upon project award and funding.

Responsibilities and duties include:

●      Note that the position reports to the Chief of Party.

●      Ensures adherence to USAID regulations and procedures, contract compliance, and the project scope of work.

●      Supervises day-to-day project presence in the areas of operations, administration, logistics, procurement, budgeting, financial accounting, IT, and information security.

●      Manages the daily financial operations of the project, including cash flow management, time sheet recording, reporting to the client on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.

●      Responsible for overall cost oversight, ensuring that all incurred expenses are allowable, allocable, and reasonable per USAID cost principles.

●      Oversees all human resource and personnel management issues and tasks, including staff and consultant recruiting, staff professional development, and staff performance reviews.

●      Facilitates project personnel training on OCT HR and administrative policies and procedures.

●      Supports the Chief of Party with client management, project reporting, work planning, and subcontractor management.

●      Coordinates with the Corporate team on compliance matters.

●      Serves as acting Chief of Party when necessary.

●      Performs other administrative, operational, and strategic duties, as needed, to ensure the overall success of the project.

●      Collaborates with geographically separated cross-functional teams from a remote environment to ensure project success.

 

Requirements

Qualifications and Skills

●      At least five (5) years of relevant experience in a USAID-funded program in a similar operational role.

●      10+ years of total operational experience, preferably in a federal government or international organization project context.

●      Must have strong management, communication, and leadership skills.

●      Expert in USAID’s policies and procedures regarding human resources, financial management, financial reporting, procurement processes, and systems.

●      Demonstrated experience in establishing and/or maintaining HR, finance, operations, administrative, and/or logistics systems, and developing operational policies and/or procedures.

●      Self-starter and solution-oriented – able to find solutions despite project challenges.

●      Strong program and project management skills; PMP certification preferred.

●      Bachelors degree in Business Administration, International Relations, Finance, or similar areas of study. Masters degree preferred.

 

Ability to Commute/Relocate

The position is hybrid and may require several days per week at the Federal client site in Washington, DC, or the DC metro area, as needed. The position may require the candidate to travel occasionally to conferences and events both around the United States and internationally (although this is unlikely).

Salary Range: $130,000 - $160,00 based on education and experience
