Full Job Description

LAC Federal is seeking a part-time Metadata Specialist to maintain enterprise metadata standards and optimize the value of metadata for knowledge discovery and analytical work related to key international topics such as Climate, Digitalization, Anti-corruption, etc., at an intergovernmental organization. The Metadata Specialist will contribute to several areas of Business Semantics Management, ensuring the sustained enhancement of enterprise metadata standards that support the organization's metadata governance objectives. This role involves close collaboration with cross-functional teams, including data architects, analysts, and subject matter experts, to facilitate effective metadata adoption and drive impactful content tagging and data analytics initiatives.

Responsibilities:

  • Metadata Modeling and Maintenance:
    • Maintain and enhance the enterprise metadata dashboard, collaborating with knowledge management specialists to ensure continuous improvement and fit-for-purpose solutions.
    • Engage with business subject matter experts to refine and expand the scope of metadata standards, particularly for audio-visual outputs and other digital assets.
    • Design, create, and maintain standardized metadata schema requirements (e.g., metadata dictionaries) to support content/data management and autoclassification tools.
  • IT Tools for Metadata Governance:
    • Collaborate with IT and other teams to implement, enhance, or sustain workflows that streamline changes and updates to the metadata standards.
    • Build business requirements for an enterprise metadata management (EMM) system, ensuring alignment with organizational needs.
    • Work with IT specialists to preserve data/metadata vintages (e.g., member country economic classifications) to support historical data analyses.
  • Usage Assessment and Reporting:
    • Participate in data readiness assessments during new platform implementations to ensure metadata standards are adopted effectively.
    • Conduct audits to identify discrepancies, inaccuracies, and opportunities for alignment or enhancements to meet business objectives.
    • Collaborate with colleagues to establish and report on metadata success metrics, including Key Performance Indicators (KPIs) for IT implementations.
  • Development of Analytical Products:
    • Apply technical knowledge to projects and initiatives that leverage metadata standards for content tagging, utilizing automated metadata extraction and enrichment (autoclassification) tools.
    • Collaborate with teams to respond to requests for metadata outputs from content management systems, supporting analytical work on various international topics.
    • Translate end-user or project team requests into metadata-driven solutions, updates, and analytical products or dashboards (e.g., to determine patterns in topic coverage, data reporting, economic policy advice).
    • Ensure data quality in knowledge graphs and other information sources by maintaining consistent metadata lineage between repositories and the organization’s ontology.

Requirements

Mandatory Qualifications:

  • Education:
    • 4-year college/bachelor's degree required. Master’s degree preferred.
    • Background in Library/Information Science, Knowledge Management, Business Semantics Management, Economics, or related fields.
  • Experience:
    • 5+ years of experience in enterprise metadata governance and management, supporting a variety of systems and functions (e.g., information retrieval, knowledge discovery, autoclassification, data fabric, analytics, or architecture).
    • Familiarity with digital asset management systems (DAM), content management systems (CMS), or Data Management systems.
    • Experience with data/metadata management in international organizations is a plus.
  • Technical Skills:
    • Ability to design, create, and maintain metadata schema for content/data management and for use by autoclassification tools.
    • Familiarity with common international frameworks related to metadata management, including Dublin Core, RDF (OWL), SKOS.
    • Understanding of the relationship between metadata and ontologies, and metadata and taxonomies, and how they can be integrated.
    • Familiarity with best-in-class semantic technologies and enterprise metadata management tools, and their use in supporting metadata governance.
  • Operational Skills:
    • Experience in designing or managing business and operational processes or workflows that support metadata management or related programs.
    • Ability to effectively plan and manage multiple project assignments.
    • Strong analytical and problem-solving skills, with flexibility to adapt to changing circumstances.
    • Ability to clearly explain metadata principles and standards in non-technical business terms.
    • Excellent verbal and written communication skills, with the ability to engage effectively with a wide range of business stakeholders in a multi-functional and multi-cultural environment.
    • Meticulous attention to detail and a strong team player.
