Full Job Description

WWC Federal, an operating firm of Command Holdings, is currently seeking a Lead Analyst to support a team performing work for Department of State Bureau of Consular Affairs, Office of the Comptroller, Strategic Planning and Policy Division (CA/C/SPPD) in Washington, DC. CA/C is the primary financial management office for the Bureau and oversees the Consular and Border Security Program. This position is on the Cost of Service Model (CoSM) team and reports to the CoSM team lead. The incumbent is responsible for process improvement, documentation, evaluation, and fee setting for the CoSM program. This position specifically focuses on interaction with the Overseas Citizens Services (OCS) directorate and implementing fee changes through the federal rulemaking process.

Expected salary range: $90,000-$105,000

Duties may include, but are not limited to:

  • Lead stakeholder engagement between the Cost of Service Model team and Overseas Citizens Services (OCS).
  • Review and validate model inputs for OCS volumes and costs.
  • Review and validate OCS level of effort data from CODaC survey.
  • Reconcile OCS cost and volume and prepare templates for model updates.
  • Determine potential model assumption changes including dramatic change in costs or volumes and changes in OCS processes.
  • Draft any memos and briefing materials related to changes in unit costs and fee recommendations.
  • Contribute to year after-action reviews and reports to develop model improvements.
  • Support development of legislative proposals to recover non-retained fees, including OCS services.
  • Liaise with L/CA to answer regulatory questions related to fee-setting and existing fees.
  • Assist Rulemaking lead with stakeholder engagement with OMB/OIRA.
  • Help to draft all CA fee-related rules and Paperwork Reduction Act notices.
  • Serve as backup for all aspects of the federal rulemaking process, including tracking and responding to public comments.
  • Act as back up for other portfolios as needed, including on Visa and Passport Other duties as assigned by the CoSM team lead and the SPPD Division Chief.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

Travel:

Requirements

Basic Qualifications

  • Bachelor’s Degree and 5 years of experience // OR // Master's Degree and 2 years of experience.
  • Current, active Secret security clearance.
  • Previous experience in a project or program management role.
  • Prior experience setting program goals and monitoring progress toward achieving them.
  • Experience creating surveys or conducting statistical analysis. Cost accounting or activity-based accounting experience.
  • Cost accounting or activity-based accounting experience.
  • Able to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
  • Able to work independently to assess priorities and manage daily coordination of details with minimal supervision.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Federal will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • MA/MS degree or Bachelor in Statistics, Accounting, or specialization in data analysis.
  • Previous experience with or knowledge of Department of State operations, especially Consular Affairs.
  • Understanding of fee-setting principles including A-25.
  • Data analysis and process automation expertise.
