Governance Subject Matter Expert (SME) (15.18)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Governance Subject Matter Expert (SME) to work with our federal client, the U.S. Customs and Border Protection (CBP) Acquisition Governance & Oversight (AGO) and Acquisition Support Directorate (ASD). This position reports to the Acquisition Support Directorate (ASD) Lead as well as the Customer Service Support Project Manager. This position is contingent upon contract award.
Day to day responsibilities will include:
- Supporting U.S. Customs and Border Protection (CBP) Component Acquisition Executive staff developing acquisition policy; conducting oversight and governance on all CBP Acquisition Programs; and related efforts by providing advice and guidance on the acquisition process. This also includes reviewing acquisition documents and plans and developing analysis on how well the programs are planned and are executing.
- Assisting the Government personnel with preparing correspondence, briefings to programs and senior leaders and tracking actions.
- Assist with development, implementation, management, and improvement of performance metrics around acquisition governance and policy.
- Support other acquisition analysis, strategic planning, administrative or technical support as assigned by Director Acquisition Policy and Oversight.
- Assist in the central coordination for performance measures, planning, metrics reports and analysis on OA programs and activities.
Requirements
Requirements:
- Must be a US Citizen.
- Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check. .
- Bachelor's Degree in any related field.
- Must have knowledge of the program management field and acquisition management.
- Federal Acquisition Certification in Project/Program Management (FAC-P/PM), Project Management Professional (PMP), or equivalent.
- At least 15 Years experience providing expertise in the responsibilities listed above.
- Ability to interface with senior levels of management.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to plan / organize work.
- Have excellent oral and written communication skills.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $165,000-185,000 commensurate with experience, education, etc.
