Financial Analyst (15.13)
OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT is looking for a Financial Analyst to support the CISA Cybersecurity Division (CSD). CSD leads the Nation’s strategic and unified work to strengthen the security, resilience, and workforces of the cyber ecosystem to protect critical services. Financial Analyst will support all areas related to federal budget processing the areas of financial management and reporting, planning and analysis and reporting, and portfolio management to the federal lead. This position is contingent upon contract award.
Role:
- Analyze government budgets, expenditures, and financial performance to identify trends, variances, and areas for improvement.
- Prepare financial reports, forecasts, and analyses to support decision-making by government officials and agencies.
- Evaluate the financial impact of government policies, programs, and initiatives to assess their effectiveness and efficiency.
- Provide recommendations for budget allocations, resource allocation, and cost-saving measures to support fiscal responsibility and accountability.
- Collaborate with government departments and agencies to develop and implement financial policies, procedures, and controls to ensure compliance with regulations and best practices.
Requirements
Qualifications:
- Over 5 years of leading team of 5+ team of financial and budget analysts
- 8 years of demonstrated budget formulation experience; minimum 5 years DHS Planning, Programming, Budgeting, and Execution (PPBE) experience.
- 10 years of demonstrated experience conducting audits, preparing financial reports, and managing portfolios
- Bachelors degree in a related field (Masters Preferred)
- Demonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI)
- Strong verbal and communication skills
- Must be a US Citizen
- Must hold a current DoD Secret Clearance or higher.
Benefits
Salary Range: $90,000-130,000 to commensurate with experience, education, etc.
