Data Modeler/Data Architect (0030)

OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Data Modeler/Data Architect to work with our federal client. Independent contractors (1099s) are encouraged to apply.

Your responsibilities will include:

  • Provide Requirements Gathering and Analysis, including but not limited to:
    • Conduct meetings with stakeholders to understand their data requirements and objectives.
    • Analyze existing data models and identify gaps and areas for improvement.
    • Document data requirements and translate them into technical specifications.
    • Provide guidance on data requirements in the formulation of agency initiatives and modernization efforts.
  • Provide Data Mapping and Integration, including but not limited to:
    • Identify source systems and data repositories for migration.
    • Develop a mapping strategy to migrate data from legacy systems to the new environment.
    • Collaborate with developers and database administrators to ensure seamless data integration
  • Provide Conceptual and Logical Data Modeling, including but not limited to:
    • Design and develop conceptual and logical data models based on business requirements.
    • Define entities, attributes, relationships, and constraints to represent the data structure accurately.
    • Collaborate with stakeholders to validate and refine the data models.
  • Provide Physical Data Modeling, including but not limited to:
    • Develop an ontology for current and future states of enterprise data.
    • Translate the logical data models into physical data models suitable for implementation.
    • Define database schemas, tables, columns, indexes, and constraints.
    • Optimize data models for performance, scalability, and data integrity
  • Provide Data Standardization and Normalization, including but not limited to:
    • Analyze existing data structures and propose data standardization and normalization techniques.
    • Ensure data models comply with industry best practices and data governance policies.
    • Identify redundant or inconsistent data elements and develop strategies for data cleansing and consolidation.
    • Define solution blueprints for implementing Master Data Management for applicable data domains based on high-level functional, technical, and non-functional requirements.
  • Provide Data Security and Privacy, including but not limited to:
    • Collaborate with agency and departmental security and compliance teams to define data security and privacy requirements.
    • Implement appropriate security measures, such as encryption, access controls, and data masking, including designing and maintaining data leak prevention appliances.
    • Incorporate Federal laws and privacy regulations, such as the Confidential Information Protection and Statistical Efficiency Act (CIPSEA) into the data models and processes.
  • Provide Data Quality Assurance, including but not limited to:
    • Develop data quality rules and measures to ensure accuracy, completeness, and consistency of data.
    • Implement data validation processes and conduct data profiling and cleansing activities.
    • Collaborate with data analysts and business users to validate data quality and resolve issues.
    • Develop Key Performance Indicators (KPIs) to regularly assess data quality processes.
  • Provide Data Governance and Documentation, including but not limited to:
    • Establish data governance frameworks and processes to ensure the uniformity, accuracy, stewardship, semantic consistency, and accountability for agency data assets.
    • Create and maintain data dictionaries, data flow diagrams, and metadata repositories.
    • Document data modeling standards, guidelines, and best practices for future reference.
  • Provide Collaboration and Communication, including but not limited to:
    • Work closely with project managers, business analysts, developers, mission area and departmental communities of practice, and other team members.
    • Provide regular updates on the progress of data modeling tasks and highlight any potential risks or issues.
    • Conduct knowledge sharing sessions and trainings to promote understanding and adoption of data models.
      Assist in the formulation of training strategy as well as the production of training materials for data users.
  • Provide Continuous Improvement, including but not limited to:
    • Include suggested process improvements during monthly communication with points of contact.
    • Collect feedback from stakeholders and incorporate lessons learned into future projects.
    • Seek opportunities to enhance data models and optimize data management processes.
    • Stay updated with industry trends, emerging technologies, and best practices in data modeling.

Requirements

Qualifications and Skills

A competitive candidate will possess the following:

  • 10+ years of experience working as a Data Modeler / Data Architect.
  • Expertise working on the Azure platform and proficient in data modeling languages.
  • Demonstrated familiarity with data infrastructure best practices, data governance principles, data quality management, and metadata management.
  • Prior experience working in the federal government context is advantageous, particularly if the client was the United States Department of Agriculture (USDA).
  • Strong written and oral skills.
  • Knowledge of MS Project, JIRA, and other MS Office tools required.
  • Ability to organize resources from diverse backgrounds and skills.

Education and Certifications

Certifications:

  • Data- and architecture-related technical certifications are advantageous but not required.

Education:

  • Bachelor’s Degree in related field.

Other:

  • Must be able to obtain or retain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check.
  • Must be a US Citizen.

Salary Range

$ 150,000-165,000 per year based on education, experience, etc.
