Navarro Research and Engineering is recruiting Clean Energy Expert Consultants.

This position will support the Department of Energy Office of Clean Energy Demonstrations (OCED). OCED is a multi-technology office responsible for overseeing more than $20B of investment in large scale demonstrations in emerging technologies such as clean hydrogen, carbon capture, advanced nuclear reactors, grid-scale energy storage, industrial emissions reductions as well as demonstrations in rural and socioeconomically disadvantaged regions. We are looking for individuals with a range of skills and interest in large-scale clean energy demonstration projects, particularly in renewable systems, carbon capture and removal, hydrogen, and nuclear energy technologies.
We are looking for consultants to be on call to review Clean Energy Projects in the United States. Thise is a remote position part-time on an as needed basis.
These projects sill include:
- Energy Improvement in Rural or Remote Areas
- Direct Air Capture Hubs .
- Carbon Capture and Storage
- Hydrogen Hubs
These positions will suppprt the following:
Support OCED’s compliance with NEPA regulations and guidance.
Support OCED’s compliance with applicable cross-cutting statutes, regulations, and Executive Orders (EO) including,
Section 106 of the National Historic Preservation Act (NHPA), (ACHP)
Section 7 of the Endangered Species Act (ESA), (FWS)
Section 404 of the Clean Water Act (CWA), Clean Air Act (CAA), (EPA)
EO 13175-Consultation and Coordination with Indian Tribal Governments.
Assess the adequacy of environmental and health and safety plans submitted to OCED, esp. licenses, permits and regulations (OSHA).
We are looking for subject matter experts in the following fields
- NEPA compliance
- Programmatic
- Hydrogen, Carbon Capture SMEs
- Surface water/ groundwater
- Floodplain/ wetlands
- Air Quality
- Climate change (including GHG modeling)
- Biological/ T&E resources
- Cultural and historic resources
- Land Use
- Geology/ soils / fate and transport
- Socioeconomics
- Environmental Justice
- Traffic/ transportation
- Public and Occupational safety (H2)
- Modeling and statistics
- Specialty (risk analysis, terrorism)
- Public Involvement Experts
- Legal Experts
Requirements
Minimum of bachelors degree in a related field but Masters or PhD preferred.
Minimum of 10 years experience.
Clean Energy experience desired.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
