Full Job Description
OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that supports Federal Government clients. We provide consulting services in Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is currently looking for a Chief Data Officer This position is contingent upon contract award.
Responsibilities/Duties:
● Oversee development and implementation of data strategy to include Data Management, Data Culture, Evidence Building and Evaluation, and Process Streamlining.
● Oversee advancing a data-driven culture; data governance; implementation of data quality and data standardization; coordination of data policies; enterprise analytics and reporting; enterprise support for data science, advanced analytics, and artificial intelligence.
● Support the product owner for the data warehouse, reporting platforms, and analytical tools.
● Organize, direct, and coordinate planning and execution of all activities, review the work of subordinates, including subcontractors, and ensure that the schedule, performance parameters, and reporting responsibilities are met.
● Prepare briefing materials, deliver briefings, participate in meetings, and present program content. Develop, as necessary, written recommendations, oral presentations and/or executive briefing materials.
● Develop and maintain project schedules and work break down structures (WBS), lead documentation and maintenance of project priorities and efforts, support meeting facilitation, and monitor action items in identified project management tools.
● Translate project and program objectives into measurable performance indicators that provide value and can be used for managerial decision support.
● Communicate project and program status, identify, and coordinate appropriate solutions and staffing to meet established deadlines.
● Perform gap and improvement analysis resulting in the development and modification of documentation used to support procedures, processes, and workflows.
● Ensure projects and programs have staff with appropriate skillset. Develop and maintain a matrix of program staff, skills, and initiatives.
● Communicate staffing changes and work assignments to meet project requirements.
● Coordinate with multiple offices to identify and advocate for changes to business processes to resolve issues that affect enterprise data.
Requirements
Requirements:
● Certified Program Management Professional (PMP) and 5 years of experience managing data related projects
● 10 years of experience of managing data projects without PMP certification
● Over 5 years of experience in developing data strategies to include data management, governance, standards and business analytics for large federal organization preferably in US immigration domain
● Over 5 years of hands on experience in data management and data analytics (tools like Tableau, ETL Scripts, DataBricks, Informatica)
● Over 5 years of experience in working with project management tools like MS Project, Jira etc.
● Over 3 years of experience in managing teams of over 50 data professionals.
● Over 5 years of experience in working and managing Agile teams
● Strong written and verbal communication skills
● DHS or DOS experience in US immigration domain highly desired

Salary: $175,000-200,000 per year based on experience, education, etc.
