OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for an Acquisition Project Manager (Action Officer) to work with our federal client, the U.S. Customs and Border Protection (CBP) Customs and Border Protection Office of Acquisitions (OA). This position reports to the Procurement Directorate Lead as well as the Customer Service Support Project Manager performing. This position is contingent upon contract award. 

Day to day responsibilities will include: 

  • Assisting the Government project manager by performing market research related to the potential for combined systems supply chain sharing and/or streamlining for the development of new program concepts for system deployment or maintenance.
  • Assisting the Government with Congressional, OIG and higher headquarters taskings related to contracting strategy and execution of combined system fielding or maintenance contracts.
  • Assisting the Government with preparing SES and high headquarters level briefs, white papers, and memos used as the basis to support system program contract structure recommendations.
  • Developing and managing project plans, task trackers and schedules that comply with the program’s Statement of Work (SOW) and Work Breakdown Structures (WBS).
  • Working with combined system program or project managers and stakeholders to establish and monitor the program’s contract development and execution towards milestones, key events, and significant accomplishment criteria.
  • Assisting the Government project manager in the development of RFPs and assessment of associated proposals. This includes developing, reviewing and providing technical inputs on contractual documentation such as Statements of Work/Technical Instructions/Scope of Work revisions and evaluation of contracted system developers’ responses for feasibility and completeness.
  • Assisting the combined system Government program or project managers in establishing project contract structure priorities and associated evaluation criteria.
  • Serving as the Government project manager’s technical advisor on the adequacy of the system developer’s execution of contractual requirements related to integrating, testing, fielding, and maintaining combined system logistics and in-service engineering support services in the operational environment.
  • Reporting information on the status of task order projects, along with any associated modifications and evaluating the contracted system developers’ execution against the established Performance Measurement Baseline metrics.
  • Assisting the Government project manager in tracking project cost, schedule and Technical performance.
  • Assisting the combined system Government program or project managers in coordinating and establishing the agenda and entrance/exit criteria for contract structure, source selection, and contract execution activities and project meetings to include Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews and other key technical interchange Meetings.
  • Assisting the Assistant Commissioner’s Special Assistant by providing support and maintaining focus of the strategic objectives and initiatives of OA’s Competition Advocate.
  • Assisting in the planning, governance, and oversight of the program’s output/product. 
  • Providing daily program management throughout the program/initiative life cycle to include defining the program governance (controls), planning the overall program and monitoring the progress; managing risks and issues and taking corrective measurements; coordinating the projects and their interdependencies; managing and utilizing resources across projects; managing stakeholders’ communication, aligning the deliverables (outputs) to the program’s “outcome” and managing the main program/ initiative documentations.

Requirements

Requirements:

  • Must be a US Citizen.
  • Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check. 
  • Have a strong background and ongoing operational responsibilities in acquisition management along with a good understanding of the OA management structure, politics, and culture. 
  • Must have practical experience and project management knowledge necessary to manage.
  • Be able to measure and explain the added value brought about by the integration and utilization of the newly delivered capability.
  • Bachelor's Degree. 
  • At least 10 years of demonstrated experience providing expertise similar to the responsibilities listed above.
  • Federal Acquisition Certification in Project/Program Management (FAC-P/PM), Project Management Professional (PMP), or equivalent preferred.
  • Ability to interface with senior levels of management.
  • Ability to recommend improvements to current and future team operations and processes.
  • Ability to research, gather, and synthesize data.
  • Ability to present conclusions and recommendations to management.
  • Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
  • Ability to plan / organize work.
  • Have excellent oral and written communication skills.
  • Ability to assist in maintaining the Microsoft SharePoint site.
  • Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $80,000-100,000 commensurate with experience, education, etc.
