Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California’s most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans’ services, and health care sectors.

Position Summary:
The Contracts Manager: Program and Regional Invoicing Support at Brilliant Corners will focus on programmatic and regional support with a specialized emphasis on legal and our Bay Area programs’ invoicing processes. Under the guidance of the Associate Director of Contracts, Budgeting, and Compliance this role is integral to ensuring the accuracy and compliance of invoicing practices for our Bay Area Programs, and to eventually support standardization across multiple regions, including San Diego and Los Angeles.
Key responsibilities include managing the Bay Area contracts team including oversight of invoicing, budgeting/forecasting, and stakeholder engagement process. The Contracts Manager will also lead efforts in monitoring spend-down and reporting, ensuring that budgetary goals are met, and funder requirements are fulfilled across all contractual obligations. To ensure high standards of financial oversight, this role emphasizes developing and implementing quality assurance measures and risk management strategies. The Contracts Manager will identify potential risks, develop mitigation plans, and promote best practices in QA, fostering a culture of continuous improvement and fiscal integrity.
This position demands a strategic, detail-oriented individual capable of building strong cross-departmental collaborations and maintaining excellent vendor and stakeholder relationships. The ideal candidate will possess strong analytical skills, an understanding of regional financial regulations, and a commitment to supporting the organization’s mission of providing innovative housing solutions while maintaining financial accountability.
Position Responsibilities
Legal Invoicing
- Manage the legal invoice process, ensuring accuracy and alignment with financial and legal standards.
- Establish and maintain effective communication lines with legal invoicing vendors.
- Address and resolve any queries or discrepancies promptly to maintain positive vendor relationships.
Bay Area vs. SD/LA Invoicing
- Lead invoicing processes for our Bay Area programs, ensuring compliance and financial accountability in line with local requirements.
- Analyze differences in invoicing practices between regions (Bay Area vs. SD/LA) and work to harmonize practices where possible.
- Collaborate with finance teams to identify potential improvements that facilitate regional synchronization and contribute to standardization efforts across regions.
Spend-Down Monitoring/Reporting/Compliance
- Collaborate with finance and program teams to facilitate the integration of program budgets into agency-wide budgets, particularly focusing on invoicing accuracy and funding allocation.
- Conduct regular data verification processes to ensure invoice accuracy before submission.
- Implement checks that validate data against source documents to prevent errors and discrepancies.
- Implement quality assurance measures to improve the accuracy and timeliness of spend-down tracking and reporting.
- Lead monthly internal meetings preparing and presenting regular spend-down reports to management to aid informed decision-making and financial forecasting.
- Provide support and act as liaison between the funder and BC supporting annual monitoring and semi-annual modification and budget revisions based on forecasted spending.
- Develop comprehensive guides on procedures and best practices for spend-down activities.
Stakeholder Engagement
- Establish and maintain positive relationships with internal and external stakeholders.
- Stay up to date on City and funder changes on RFP and general regulation changes/updates.
- Ensuring all contractual obligations and funder requirements are met.
Integrate Quality Assurance
- Develop and implement a full-circle quality assurance approach for spend-down and invoicing.
- Identify potential risks in invoicing and procurement activities; devise and implement strategies to mitigate these risks effectively.
- Implement routine checks and audits within invoicing and spend-down activities to ensure adherence to compliance standards and organizational policies.
- Monitor invoicing processes to identify discrepancies/deviations from established procedures promptly.
Team Leadership
- Lead a Contracts team, providing guidance and support.
- Foster a collaborative and high-performing team environment, encouraging professional growth and development.
- Ensure that team members are aligned with organizational goals and objectives.
Requirements
Professional Experience
- At least 3 years working in a social justice, human services, non-profit management, healthcare, or public policy agency.
- At least 2 years building and managing a team.
- At least 2 years of contracts management experience.
- At least 2 years of budget management and invoicing experience.
- At least 2 years of grant procurement experience.
- Demonstrated leadership as evidenced by increasing levels of responsibility and management over the course of the candidate’s career.
Knowledge, Skills and Abilities
- Familiarity with principles of accounting, business process improvements, and government contracts
- Comfort with using data to improve systems and drive decision-making.
- Proficiency with MS Outlook, Word, PowerPoint and Excel required. Experience with databases such as Salesforce preferred.
- Strategic, global thinking with an orientation towards inclusive design and decision-making; able to not only develop good solutions, but perhaps more importantly, design and implement transparent processes by which a group makes and implements decisions.

Physical Requirements
Candidates should have physical mobility for tasks such as standing, bending, stooping, kneeling, crouching, reaching, twisting, and walking on uneven surfaces. They should be capable of performing stationary tasks like sitting for up to 6 to 8 hours a day. Additionally, candidates should be able to lift, carry, push, pull light to moderate weights up to 15 pounds safely. Requires mental acuity for analytical reasoning and document interpretation.
Salary range for this position is $80,000 - $87,000 annually. This position is being offered at $80,000 - $87,000 annually.
