Navarro Research and Engineering is recruiting for a Waste Services Manager in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
The Waste Services Manager (WSM) reports to the 222-S Laboratory Environmental, Safety & Health Director and is responsible for managing the Waste Services organization. In this role, the WSM serves as a functional group manager with responsibility for personnel management, technical oversight, schedule tracking, and reporting progress and issues to senior management.
The WSM provides management support functions necessary to maintain continuity of daily operations for the waste organization and serves as the central point-of-contact for daily activities, maintaining cognizance of safety and compliance.
Responsibilities:
- Implements ISMS, VPP, and EMS responsibilities in assigned area of responsibility.
- Effectively leads team members, including establishing arrangements that allow them to perform effectively in their roles. Manages assigned scope and subordinates by ensuring adequate resources are provided, assigning and tracking tasks, evaluating personnel performance, and providing professional development opportunities.
- Ensures proper identification, selection and implementation of technical processes, procedures, standards, and codes of practice to be used in delivery of assigned scope.
- Ensures waste management and transportation activities are conducted in accordance with applicable regulatory requirements and company programs, policies and procedures.
- Manages work performed by technical staff, supervisors, and bargaining unit personnel.
- Adheres to the highest standards of ethical business conduct.
- Develops effective working relationships with various 222-S functional area management and technical staff.
- Identifies training and qualification assignments for personnel.
- Manages corrective actions/ICAS.
- Provides integration information to company level schedules. Interfaces with other organizations to ensure schedules and resources are aligned for maintaining compliant and mission essential schedules.
- Provides leadership in determining if follow-up actions are required when conditions indicate regulatory non-compliance associated with waste and transportation activities.
- Works with staff to develop and implement processes and improvements.
- Provides senior level input and oversight for waste management and transportation activities.
- Represents 222-S Laboratory on technical issues to senior staff, customers, regulatory agencies, and stakeholders.
- Resolves work and safety issues to permit safe and efficient performance of work.
- Provides effective progressive performance management of employee issues; responds to employee issues, concerns, and resolves, to the extent practicable, bargaining unit grievance issues.
- Regularly reinforces expectations, mentors subordinate staff, and incorporates appropriate objectives into the performance review process.
- Develops and implements Waste Services assessment schedule, conducts assessments of effectiveness of technical processes, requirements, and procedures.
Requirements
Minimum Qualifications:
- Bachelor’s degree (BA/BS) in related discipline and 12 years of relevant experience, to include 5 years in a supervisory/managerial capacity, or equivalent combination of education and/or experience
- Working knowledge of DOE, DOT, TSCA, RCRA, NRC and WDOE regulatory requirements associated with laboratory waste and transportation activities
Preferred Qualifications:
- Rad Worker II and Hazardous Waste Worker qualified
- Certified Advanced Mixed Waste Shipper, Certified Waste Designator
- Knowledge of DOE 435.1 Radiological Waste Management requirements
- DOE Hanford analytical laboratory work experience, including waste planning, waste characterization profile development, data review, annual regulatory reporting, waste minimization and analytical waste generation and processes
- 4 years working knowledge of DOE, DOT, TSCA, RCRA, NRC and WDOE regulatory requirements associated with laboratory waste and transportation activities

Annual Salary Range (based on full-time 40 hours per week)
Grade 21: $138,700 - $174,900
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
