Full Job Description

Responsible for administrating the District’s vegetation management program while adhering to industry best practices and District safety and wildfire policies.

Essential Functions:

·         Work with Directors of Operations and Utility Services to develop, implement, oversee, and update vegetation management plan which includes a repeatable vegetation maintenance cycle.

·         Manage workflow for District vegetation management crews and contractors to ensure cycle maintenance is on schedule.

·         Regularly inspect District Right-of-Ways and make recommendations for areas of immediate action as well as updates to long-term vegetation management plan.

·         Supervise District Tree Crew Foreman.

·         Regularly inspect work of District Tree Crew and contractors to ensure compliance with rules, regulations, policies, standards, work practices.

·         Ensure contract compliance by District contractors

·         Team with communications department for public outreach on vegetation management, powerline safety, Arbor Day activities.

·         Communicate with landowners regarding upcoming right-of-way projects.

·         Work with property owners to obtain agreement on problem trees.

·         Maintain a complete understanding of the Wildfire Mitigation Plan and participate in periodic reviews, make recommendations as needed. 

·         Provide annual report on vegetation compliance within the Wildfire Mitigation Plan.

·         Understand and assess wildfire risk and ensure crews are directed accordingly as conditions change.

·         Work with Director of Operations to schedule and assign resources.

·         Work with Safety Manager to ensure crew and contractors have proper training and PPE.

·         Make recommendations to Director of Operations for equipment purchases and surplusing.

·         Perform tree assessments.

Other Duties:

·         Must work directly or indirectly with District customers on a regular, ongoing basis. Must provide a high level of professional, prompt, efficient, accurate, courteous, and reliable service in such a manner as to reflect favorably on the District and to ensure high quality service to District customers.

·         Understand and demonstrate a commitment to the P. U. D.’s mission, vision, core values, and strategic plan.

·         Adhere to all safety policies and procedures.  Promote a safe work environment for all employees, contractors, and customers, in order to ensure a reliable workforce and an educated community.

·         Be respectful of all employees and customers, listening to their requests and understanding their needs.

·         Act as a responsible steward of public assets and trust. Foster open and honest communications, listen, and understand other perspectives.

·         Foster teamwork and promote unity of the District and its departments.

·         Perform other duties as assigned.

Requirements

Education, Experience, & Training Required

·         Degree in Forestry Management, Environmental Science preferred

·         Certified Utility Vegetation Management Professional or Certified Arborist.

·         Four years of Vegetation Management experience including administrative functions.

·         Previous experience supervising union staff.

·         Experience with safety program related to line-clearance tree operations.

·         Interpersonal skills including clear and concise communication both in writing and verbally.

·         Proficient computer skills including Microsoft Office, SharePoint, ESRI based GIS system.

·         Ability to use independent and discretionary judgment; manage confidential information.

Physical Requirements

·         Working time is split between a sedentary nature of desk work or standing/walking primarily in a controlled office environment and an outdoor nature consisting of inclement weather conditions, and rough terrain.

·         Frequent use of a computer and exposure to terminal screens.

·         Frequent repetitive hand/wrist motions and finger manipulation.

·         Frequently handle material of moderate weight, up to 15 pounds and occasionally 25 pounds.

·         There is occasional exposure to hazards or risk of injury that are primarily protected against or predictable.

·         Typically requires use of one of more senses of medium intensity and long duration.

·         Under regular pressure to meet deadlines, perform tasks with a high degree of accuracy, process a large volume of work and resolve issues related to business needs of the District.

Salary range: $89,954 to $132,238 DOE
