Navarro Research and Engineering is recruiting for a Construction Manager in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).
Selected candidate will be responsible for the management and execution of Construction projects in and around a Nuclear Hazard Category 3 facility from initiation through closeout in accordance with Navarro-ATL requirements.
Duties include support and participation in baseline development and maintenance (technical scope, schedule, and budget), construction project implementation and change management, continuous process improvement activities to include lessons learned, and oversight of matrixed and subcontracted construction project teams through turnover of projects.
Responsibilities:
Under administrative direction of the Manager of Construction, applies an extensive knowledge of Construction Management principles and practices in assignments and related work.
Manages fixed price construction contracts with a variety of subcontractors in Navarro-ATL facilities.
Makes decisions independently on conflicts, engineering problems, means and methods, and resolves more complex items and coordinates work or aligns facility SME buy-in on construction approach in facility.
Demonstrates interpolative and predictive thinking to plan and conduct work requiring judgment in the independent evaluation, selection and substantial adaptation or modification of standard techniques, procedures, and criteria.
Acts as a competent Construction Manager from initiation through closeout in:
- Small to medium, non- stand-alone Engineering, Procurement, and Construction (EPC) Contracts
- Capital improvements
- Facility improvements
- Corrective maintenance projects
- Other projects as defined by Navarro-ATL
INITIATION
- Ensures that facility/site conditions affecting or potentially impacting (risk) the construction work are defined for the construction planning.
- Defines the construction project objectives, background and expectations, and end state/turnover, and supports project Notice of Intent preparation.
- Determines need for Constructability Review and leads Constructability Review Meeting to define gaps and major risk areas.
- Supports SOW preparation, issuance, and Procurement Specialist with pre-bid questions, answers, and request for proposal (RFP) or addendum.
- Participates in resolving contract issues with Procurement Specialist prior to the awarding of contracts.
- Participates in the technical proposal review team.
EXECUTION
- Must take prompt action to accomplish assigned objectives and understand/identify issues and opportunities.
- Interfaces with other Navarro-ATL organizations (ES&H, Procurement, Engineering, Operations, Maintenance) in the performance of construction contracts for Navarro-ATL.
- Manages the integration of preconstruction/construction activities into Navarro-ATL facility activities and ensures coordination with deployed and matrix resources, including three-week look ahead, plan of the week, plan of the day, and daily release.
- Performs routine field walk downs of construction projects and interfaces with subcontractor management.
- Notifies the Project Manager and Manager of Construction if unforeseen issues could potentially impact the construction execution or project baseline.
- Reviews contractor invoices at the request of the BTR and reviews and concurs to any contractor delay charges for accuracy and appropriateness.
CLOSEOUT
- Ensures work completion documentation (e.g., ECNs, Work Packages, etc.) are accurately completed and signed off as required.
- Ensures turnover documentation is completed and facility concurrence is achieved.
- Assists BTR and Procurement Specialist with contract closeout.
Other duties as assigned.
Requirements
Minimum Qualifications:
- Bachelor’s degree (BA/BS) in related field (Project Management, Construction Management, Engineering, or other project related discipline) and 8-9 years of related experience (project execution, engineering, or construction experience), or equivalent combination of education and/ or experience.
Preferred Qualifications:
- Knowledge of MS Office, Adobe Acrobat, software.
- Ability to understand and interpret various electrical and mechanical documents, blueprints, drawings, and schematics.
- Basic understanding of 222-S facility processes, systems, and equipment.

Annual Salary Range (based on full-time 40 hours per week)
Grade 18: $104,175 - $131,425
Grade 19: $114,475 - $144,325
Grade 20: $126,025 - $158,875
The grade level offered to the selected candidate will be based on business needs and the candidate's education, training, and/or relevant experience.
In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate’s education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
