Full Job Description

WWC Global, an operating firm of Command Holdings, is seeking a Workflow Manager for Congressional Liaison Support on a contract supporting the Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E).

Responsibilities may include, but are not limited to:

  • Managing and maintaining congressional workflow, support, and tasking systems, including: Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), Office of Legislative Counsel (OLC) Web, Department of Defense Congressional Tracking System (DoDCTS), and CATMS database.
  • Responding to special assignments as required to support emerging requirements and multifunctional administrative support services, to include analysis, filing, congressional staff support activities, inter-OSD and inter-Department congressional task management, briefing creation or management, and special congressional workflow management to meet defined suspense dates.
  • Meeting on a recurring basis with congressional counterparts within OUSD(R&E) to ensure awareness and coordination of legislative activities across the OUSD(R&E) enterprise.
  • Managing and maintaining congressional reporting requirements for OUSD(R&E), including:
    • Analyzing and identifying legislative and policy material related to the OUSD(R&E) enterprise from authorization and appropriation legislation;
    • Coordinating workflow and tasking reporting requirements to the appropriate offices within OUSD(R&E);
    • Receiving and arbitrating inter-organizational disputes or questions regarding reports; and coordinating with OSD(LA) and BAA.
    • Integrating action and task management with office work package and correspondence workflow processes.
  • Creating and maintaining workflow reporting and analysis documents and products as required by OUSD(R&E), including tracking deadlines and delays and issuing notices and guidance to the offices within the OUSD(R&E) organization.
  • Managing inter-Department special projects on behalf of the OUSD(R&E), including coordination with the OSD(LA), the Office of General Counsel (OGC), and the OLC on special task groups and processes as required.
  • Collating, editing, formatting, or otherwise refining special OUSD(R&E)-level reports, including managing special groups and creating workflow strategies to meet complex and evolving congressional reporting requirements.
  • Analyzing written and oral inquiries and responses from the Offices of the Under Secretaries of Defense, Military Departments, and congressional members and staff.
  • Ensuring that correspondence is provided to the appropriate offices.
  • Providing congressional document retrieval services from DoD websites assigned the appropriate Deputy Assistant Secretary’s office.
  • Tracking status and notifying appropriate DoD components for follow-up action.
  • Retrieving, assembling, and organizing information from files, congressional information services, and other office reference materials while maintaining comprehensive files for coordinating and responding to congressional and DoD staff inquiries on status of congressional correspondence.
  • General Administrative Duties including:
    • Coordinating staff security clearances;
    • Receiving, processing and maintaining building/hill badge requests for staff and congressional committee members;
    • Tracking and maintaining incoming FOIA requests;
    • Providing assistance in obtaining parking clearance on the Pentagon Reservation for congressional visitors.
  • Responding to congressional inquiries by assisting in the development and coordination of appropriate responses and reports to congressional inquiries and legal requirements pertaining to OUSD(R&E) projects, and maintaining a database of congressional inquiries and agency responses.
  • Documenting congressional reports and analysis by providing summaries of congressional reports, program plans, and other official program summary and analysis information as prescribed in official DoD or other federal directives (such as Financial Management Regulations, Comptroller Guidance, or congressional language).
  • Liaising with the OUSD(A&S) International Cooperation Office to develop or staff Memorandum of Understanding (MOUs), Project Arrangements/Agreements, Equipment and Material Transfer Arrangements (E&MTAs), Working Group Terms of Reference (TOR), and OUSD(R&E) assessment of proposed international armaments cooperative agreements.
  • Assisting with coordinating foreign disclosure approvals for OUSD(R&E) products, and assisting OUSD(R&E) or Service representatives in requesting foreign disclosure one-time authorizations to exchange information on OUSD(R&E) led initiatives and providing recommendations on appropriate mechanisms to support information exchange.
  • Conducting data extraction and analysis from the International Agreements Data Base in response to enquiries regarding specific country activities or on technical topics.
  • Working with OUSD(R&E) travel planners to set up international travel and coordinate appropriate country/security clearances for major OUSD(R&E) international engagements, as needed.  Assume responsibility for the preparation of a fully compliant and competitive cost and pricing volume, establishing, and coordinating schedules, cost/price model development, price-to-win analysis, and cost narrative with minimal supervision for all prime and subcontract bids.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Travel:

Requirements

Basic Qualifications

  • Bachelor's Degree.
  • Five (5) years of experience interfacing, communicating and collaborating with member of the US Congress and their support staff.
  • Active Top Secret security clearance with the ability to obtain TS/SCI eligibility.
  • Experience with CATMS database (Correspondence and Task Management System).
  • Demonstrated experience managing workflow and using official tasking systems including one or more of the following:
    • Congressional Hearings and Reporting Requirements Tracking System (CHARRTS),
    • Office of Legislative Counsel (OLC) Web,
    • Department of Defense Congressional Tracking System (DoDCTS).
  • Working knowledge of congressional inquiries and FOIA requests.
  • Ability to summarize congressional reports, program plans, and other official documents such as financial management regulations, comptroller guidance or congressional language.
  • Proficient in all Microsoft Office applications.
  • Professional proficiency in English is required.

Preferred Qualifications

  • Active TS/SCI Security Clearance.
  • Direct experience working within the OUSD R&E.
