ARServices is seeking a Technical Project Manager to work in the Ft. Belvoir, VA area.
Seeking a Technical Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department. The successful candidate will serve as an action officer and advisor for a science and technology portfolio of projects developing increased capabilities in comprehensive chemical and biological data fusion and analysis to support situational awareness, decision making, and threat management; and provide support for, and coordination of, RDT&E acquisition and planning, programming, budgeting, and execution processes.
A qualified candidate will perform the following duties and responsibilities, but are not limited to:
- Plan, coordinate, integrate, implement, and evaluate the use of acquisition programs in the broad area of Chemical and Biological Defense related to data fusion and analysis and situational awareness.
- Employ technical expertise to translate scientific information into required programmatic and fiscal documentation to support the planning, programming, budgeting, and execution (PPBE) system.
- Review program documentation to facilitate cross-communication regarding program priorities and courses of action.
- Participate in Integrated Concept Teams, Interim Project Reviews, and other relevant meetings, serving as programmatic point of contact.
- Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community.
- Provide support to and coordination of acquisition and planning, programming, budgeting, and execution documents to include development of budget exhibits (R Forms), Decision Support Packages, and Program Objectives Memorandum (POM) materials, for a research and development acquisition program.
- Assist in setting portfolio and project, level strategy and priorities.
- Ensure portfolios are responsive and mapped to program goals, requirements, and strategic guidance.
- Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences.
- Create briefings and products for both technical and senior leader audiences.
- Track cost, schedule, and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program.
- Advise the program team on risk assessment and risk management, business and contracting strategies, and technology transfers.
Requirements
Security Clearance Requirement:
Active/current Secret clearance is required.
Required Qualifications:
- Bachelor’s Degree in relevant field and 5+ years of experience.
- Must have either project management experience in software development or S&T Project Management and/or acquisition experience in research and development.
- Detail-oriented, self-starter with excellent communication and time management skills.
- High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
Preferred Qualifications:
- Master’s Degree and 3+ years of experience.
- Knowledge of traditional and emerging chemical and biological warfare agents.
- Knowledge of current and emerging Chem and Bio Data driven decision making requirements.
- Knowledge of the DoD acquisition policies.
- Experience with Agile methodology of Project Management for software development.
- DAWIA Level II Certification or equivalent.
- PMP Certification / Agile.
