ARServices is seeking a Senior Security Policy Analyst to work in the Alexandria, VA area.

A Senior Security Policy Analyst will support the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). A qualified candidate will be part of a team that supports oversight and management of the DoD chemical agents and biological select agents and toxins (BSAT) security programs.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Support the development, revision, and coordination of Department of Defense (DoD) directives, instructions, and other issuances related to chemical and biological agent safety, surety, and security.
  • Support ODASD(CBD) responses to findings and recommendations from the Department of Defense Inspector General (DODIG) and Government Accountability Office (GAO) on chemical agent and BSAT security.
  • Perform analysis and make recommendations to the ODASD(CBD) government lead to approve/disapprove agreements for the provisioning or transfer of chemical agent to non-DoD U.S. Government agencies, state, local, and private entities.
  • Provide support to the government lead for chemical agent provisioning program tasks.
  • Conduct DoD and Contractor Owned Contractor Operated site inspections of laboratories and facilities in conjunction with the Department of the Army Inspector General.
  • Provide technical expertise and lead efforts to include action groups, councils, process teams, and working groups, as required.
  • Support day-to-day program oversight and implementation of DoD chemical and biological (CB) agents security policy in accordance with national and DoD policies, which includes:  policy coordination and development; resolution of policy interpretation and implementation issues/questions; resolution of findings and recommendations from the Government Accountability Office, DOD Inspector General, and Army Inspector General; development of waivers and exceptions to policy; policy- related responses to Congressional and public inquiries and requests for information.
  • Provide interagency coordination, including implementation/ harmonization of DoD bio policy with federal policy and Executive Orders, and coordination /interaction with EOP, National Security Staff, Federal Action Committees, and other Federal Agencies, Interagency Working Groups and bodies.

 

Requirements

Security Clearance Requirement:

Active/current TS/SCI clearance is required.

Required Qualifications:

  • Bachelor’s degree and 10+ years of related experience. 
  • Ability to work in a high demand high paced environment.
  • Experience working as an action officer on a Military Service staff, the Joint Staff, Defense Agency staff, or OSD staff.
  • Experience developing and coordinating read ahead materials, talking points, Power Point presentations, briefings, action memos, and information memos/papers for staff actions for General Officer/Flag Officer/ SES-level personnel review and approval.
  • Experience working with task management systems (ex. Task Management Tool (TMT/Correspondence and Task Management Systems (CATMS)).
  • Ability to put together work products accurately and with attention to detail.
  • Experience coordinating with the interagency on policy issues.
  • Experience with aligning program policies to national and DoD policies. 
  • Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.

 

Preferred Qualifications:

  • Bachelor’s degree in physical or life sciences. 
  • Desired experience is in a Chemical and Biological Defense Program organization or with an interagency equivalent.
  • Desired subject area of the directives, instructions, and other issuances experience is chemical and biological agent safety, surety, and security.
  • Knowledge of or experience conducting DoD and Contractor Owned Contractor Operated site inspections of laboratories and facilities.
  • Experience developing technical materials and/or leading efforts at action groups, councils, process teams, and working groups.
