Sigma Defense is seeking a Senior Operations Manager to act as direct support to the Program Manager and functional lead over Program Management requirements for our contracted effort with NAVSEA.  The work will be performed in the DC Metro area to develop an autonomous systems ecosystem which will integrate autonomous capabilities among Unmanned Vehicles (UxVs). This effort will employ software development and DevSecOps and Agile methodologies that allows for Continuous Integration and Continuous Delivery (CI/CD) of software to UxVs within DevSecOps pipelines.

Requirements

  • 10 years of management experience to include leading performance of tasks on schedule, at cost, and achieving all requirements as a Program Management team lead.
  • Significant experience supporting U.S. Navy surface/subsurface community in a supervisory role and managing teams while supporting unmanned activities.
  • Leadership experience in U.S. Service-related military operations or defense acquisition program management related to weapon system acquisition, employment, and life cycle management.
  • Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System).
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.

Personnel Clearance Level:

  • Candidate must possess an active, DoD issued Secret security clearance.
  • A clearance will be sponsored for the right candidate.

Education Requirements:

  • Bachelor’s degree from an accredited college or university in a relevant field of study plus 10 years of management experience.
  • A Master's degree is preferred.

Mandatory Certifications:

  • Project Management Institute (PMI) Project Managment Professional (PMP) of Defense Acquisition Workforce Improvement Act (DAWAI) Level III Program Management certification.

Candidate Differentiators:

  • Master's degree in Business Management or technical field.
  • US Navy Veteran
  • Experience with operational employment of UxVs.
  • Experience with Management in Navy Acquisition, NAVSEA, or a PMW.

Essential Job Duties (not all inclusive):

  • Serve as a functional lead over program support to include the scheduling and management of Program Reviews and other Technical meetings, and provide brief preparation support to the Program Manager.
  • Serve as the functional Program Management team lead overseeing a team of employees.
  • Providing direct support to the government in the areas of IMS Schedule creation and maintenance, Risk Management database manager, Data Management, and COTS License Management.
  • Provide direct interface and act as a point of contact with Government programs authorities on programmatic issues including the functional areas mentioned above.
  • Ensure labor categories for the Operations team are fully staffed and appropriately balanced IAW SOW and customer day-to-day needs.
  • Oversee the IMS schedule efforts with government customer and additional external stakeholders.
  • Develop and manage a robust Risk Management Process to capture both programmatic risks and opportunities for the government customer.
  • Develop and oversee roadmap for maintaining and ordering COTS Licenses for the government customer.
  • Review program documentation, such as system engineering plans, test evaluation strategies, and risk management plans. Provide recommendations and assist execution as needed.

Salary Range: $120,000 - $155,000 annually.
