Senior Management Analyst (Workforce Services & Training Services) (15.11)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is currently looking for a Senior Management Analyst (Workforce Services & Training Services). This position will have a 75% in office requirement and is contingent upon contract award.
Role:
OCT is looking for a Sr. Management Analyst to support the CISA Infrastructure Security Division Front Office. ISD conducts and facilitates vulnerability and consequence assessments to help critical infrastructure owners and operators, and State, local, tribal, and territorial partners understand and address risks to critical infrastructure. ISD also provides information on emerging threats and hazards so that appropriate actions can be taken, and it offers tools and training to partners to help them manage the risks to their facilities and operations.
ISD employees have access to centralized customer services, resources and advocates for many day-to-day workforce needs; training requests and approvals are processed accurately and adhere to DHS/CISA guidelines and policies; required and offered training is properly communicated and tracked; and ISD supervisors and employee have the guidance and resources needed to ensure they meet performance management requirements. Workforce Services also manages key programs and supports others—such as ISD awards and recognition programs, and other priority programs, as directed by ISD. Finally, Workforce Services acts as a critical liaison and support between the CISA Human Capital Service Team and ISD sub- divisions to ensure employment- and benefits related actions or processes are coordinated, tracked, and fulfilled.
The Sr. Management Analyst will oversee a team to provide program development, operational support, and other administrative and analysis functions in support workforce services.
Responsibilities will include, but are not limited to:
- Lead a team 5+ people in overseeing daily operations/tasks to ensure high quality and timely delivery
- Develop status reports and executive briefings
- Identify resource requirements for team, develop position descriptions and conduct interviews
- Provide guidance on preparation of documentation, correspondence, briefing materials, and other related documentation in support of day-to-day operations. This includes more than proofreading; this also includes providing suggestions that would assist in articulating the government’s position.
- Track team activities, accomplishments, and deliverables on a weekly, monthly, quarterly, and yearly basis.
Requirements
Qualifications:
- Must have at least ten (10) years / senior level experience which includes:
- coaching and working in a team in the selection and application of appropriate problem-solving methods and techniques
- providing advice on work methods, practices and procedures and assisting a team and/or individual members in identifying the parameters of a solution
- identifying, distributing, and balancing workload and tasks among employees in accordance with established workflows and skill levels
- training or arranging for training of team members in methods and techniques of team building and working in teams to accomplish tasks
- monitoring and reporting on the status and progress of work, checking on work in progress and reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines and quality of work have been met.
- At least 10 years of experience in managing teams of over 5+ people in cyber security planning, communication, stakeholder management and senior executive support in federal govt office
- Demonstrated experience in developing data metrics, dashboard management and updates, pivot tables, consolidating reports
- Demonstrated experience in identifying gaps, challenges, or inefficiencies in Workforce Services or processes and conducting appropriate analyses and research to inform recommended improvements.
- Demonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI)
- Strong verbal and communication skills
- Bachelor's Degree or equivalent
- Must be a US Citizen
- Must be able to obtain and retain a Public Trust Clearance.

Salary Range: $110,000 - $115,000, commensurate with experience
