Position Description:
In this role, the Project Lead will manage the contract and project team, and serve as the key personnel responsible for communicating directly with the agency’s Contracting Officer Representative (COR). The Project Lead works independently, as well as collaboratively with the project team, project subcontractors, and agency personnel. The Project Lead is responsible for ensuring that all tasks and deliverables are completed as required by the statement of work (SOW). The Project Lead represents IntegrityM as the prime contractor to the agency and as such, is responsible for overseeing all subcontractor activities and deliverables. This role reports to the Vice President, Audits & Grants.
Job Responsibilities:
- Maintains strict confidentiality and security of all sensitive and/or business confidential information obtained or accessed during the course of business and/or contract operations.
- Adheres to all IntegrityM and/or client privacy and security protocols governing sensitive and/or business confidential information.
- Ensures compliance with all applicable privacy and security training requirements (both IntegrityM and external/client-based), whether on an annual or ad/hoc basis. Please note: certain position levels (leads, managers, directors or higher) may require additional “role-based” training to ensure compliance with applicable privacy and security requirements.
- Under the direction of the VP of Audit and Grant Programs, plans and organizes new work; works with Manager to identify resource requirements; monitors, updates and maintains assigned areas of the IntegrityM Project including:
o Organizes and facilitates project planning; reviews, product release planning discussions, and other project related meetings.
o Defines and maintains all implementation processes, manages implementation lifecycle; coordinates documentation when needed. This includes documentation of meeting notes and presentations.
o Maintains timelines and target dates (e.g., Microsoft Project).
o Delegates work assignments; sets expectations and monitors delegated activities; provides recognition for results.
o Establishes clear ownership for project tasks, to ensure team members are equipped with applicable resources to accomplish project goals.
o Provides timely feedback to team members and management.
o Reviews deliverables such as meeting minutes, Task Order Project Plan and other related materials for 508 compliance.
o Report technical issues to the proper area such as IT or management as needed.
o Proactively communicates project status, issues and risks to management.
o Coordinates and facilitates delivery of project objectives.
o Tracks progress and reviews project tasks to meet productivity, quality, and internal/external goals.
o Conducts regular status meetings with clients and team members, keeping the customer’s needs and requirements continuously in view for completion.
o Assists with various administrative tasks that are necessary for daily project support including but not limited to:
- Formats documents, spreadsheets or presentations.
- Creates tables, charts, workflow/hierarchal structure diagrams.
- Documents meeting minutes highlighting the significant updates and status changes.
- Assists with logistics preparation for various meetings and company functions.
- Copies, scans, and files documents, presentations, personnel documentation and other miscellaneous items.
- Tracks team progress using project management techniques and software.
- Reviews documents/data for quality assurance.
- Performs ad hoc tasks/duties as assigned.
- Exercises appropriate discretion and independent judgment relating to company policies and practices in an effective, consistent and professional manner.
- Adheres to applicable policies and procedures ensuring commitment to quality, compliance and security to protect the confidentiality, integrity, and availability of sensitive data and information.
Supervisory Responsibilities:
- Grants Analysts and Systems Analysts.
Requirements
Minimum Qualifications:
- Degree in accounting, business, or financial management
- Experience managing federal grants accounting functions
- 7+ years’ experience in grants management audit, analysis and oversight for the Administration for Children and Families (ACF) Title IV-E Assistance Programs (i.e. Foster Care, Adoption/Guardianship Assistance, Kinship Navigator and Prevention Services).
- Skilled in understanding complex grant requirements and regulations (2 CFR 200 guidance and Title IV-E regulations and reporting) including; financial analysis of funding applications, cost allocation methodologies, eligibility reviews, close-out, CB 496 quarterly reporting requirements, training and technical assistance.
- Experienced in the analysis of secondary review of costs within public assistance cost allocation plans (PACAPs) and cost allocation methodologies (CAMs)
- Experience using recipient grants data to analyze, monitor and identify recipient risk factors and provide recommended actions for mitigation.
- Development of grant program documentation including; work plans, procedures and training materials that support program safeguards and improvement
- Excellent written and oral communication skills
- Excellent quality assurance and technical review skills
- Excellent attention to detail and organizational skills
- Ability to multi-task and manage multiple assignments
- Strong proficiency with MS Word, Excel, and PowerPoint
- Ability to obtain a US government security clearance (e.g., Public Trust)
- All applicants must have the legal right to work in the US without sponsorship
Additional Requirements:
- Must pass post hire background screening checks.
- Ability to obtain a security clearance, if required by Client/Contract.
Preferred Qualifications:
- Experience as a Management Consultant to federal clients (i.e. HHS)
- Relevant certification such as a Management Concepts Grants Management Certificate, National Grants Management Association Certified Grants Management Specialist, Certified Public Account, or Certified Government Financial Manager
