Program Manager (15.11)
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
OCT is currently looking for a Program Manager. This position will have a 75% in office requirement and is contingent upon contract award.
Role:
OCT is looking for a Program Manager (PM) to support the CISA Infrastructure Security Division Front Office. ISD conducts and facilitates vulnerability and consequence assessments to help critical infrastructure owners and operators, and State, local, tribal, and territorial partners understand and address risks to critical infrastructure. ISD also provides information on emerging threats and hazards so that appropriate actions can be taken, and it offers tools and training to partners to help them manage the risks to their facilities and operations.
The PM will oversee program development, operational support, and other administrative and analysis functions in support services to ISD Office of the Executive Assistant Director Infrastructure Security (OEADIS), and sub-divisions to include the Management Office (MO) and Planning and Innovation (P&I) in the National Capitol Region (NCR).
Responsibilities will include, but are not limited to:
● Manage and lead a team 10+ people in overseeing daily operations/tasks to ensure high quality and timely delivery
● Serve as primary point of contact for the client
● Develop status reports and executive briefings
● Provide guidance on preparation of documentation, correspondence, briefing materials, and other related documentation in support of day-to-day operations. This includes more than proofreading; this also includes providing suggestions that would assist in articulating the government’s position.
● Identify resource requirements for team, develop position descriptions and conduct interviews
● Develop, update, and review Project Management Review (PMR) PowerPoint presentations. Project Plans.
● Track team activities, accomplishments, and deliverables on a weekly, monthly, quarterly, and yearly basis.
Requirements
Qualifications:
- At least ten (10) years of demonstrated experience managing projects on a full-time basis.
- Must possess a Project Management Professional (PMP) certification, in good standing.
- At least 10 years of experience in managing teams of over 10+ people in cyber security planning, communication, stakeholder management and senior executive support in federal government office.
- At least 10 years of experience in developing briefings , position papers, formal responses for federal government.
- Demonstrated expert level proficiency in Microsoft Office 365 (to include PowerPoint, Visio, Project, OneNote, SharePoint, Power BI).
- Strong verbal and communication skills.
- Bachelor's Degree or equivalent.
- Must be a US Citizen.
- Must be able to obtain and retain a Public Trust Clearance.

Salary Range: $130,000 - $140,000, commensurate with experience
