We are seeking a motivated and detail-oriented Military Education Subject Matter Expert (SME) to join our team, with a focus on supporting the Office of the Assistant Secretary of Defense for Readiness (OASD(R)) in the area of Force Education and Training (FE&T). The selected individual will play a pivotal role in assisting with training, military education, program advisory, policy development, analysis, and mission support services.
In addition, the role will encompass Management Analysis consisting of conducting organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
This position is based onsite at the Pentagon, Arlington, VA.
Responsibilities:
- Provide managerial, knowledge transfer, educational, and training support to the OUSD P&R and its Directorats.
- Offer SME Consulting in support of quick-response, limited term, and highly specialized OASD(R) requirements for senior personnel
- Aid in identifying, scoping, and implementing strategic programs, initiatives, and tasks, including strategic plans and long-range initiatives
- Collaborate closely with OUSD (P&R), OASD(R), OSD Components, Joint and Service staffs, Service training commands, CCMD staffs, and DoD Inspector General to coordinate initiatives like Next Generation Training activities
- Lead and facilitate strategic-level working groups, including the Integrated Operations Training Policy Working Group, Pre-deployment Training and Theater-Entry Requirements Working Group, and the Common Military Training Working Group
- Assist with strategic-level analyses and research on military and socioeconomic trends to support government decision-making and identify training requirements
- Identify emerging issues and trends, providing research, analysis, recommendations, outreach, and strategic support
- Oversee the concept development, planning, and execution of executive leadership courses for Senior Executive Service (SES) and flag officer staff
- Develop and deliver formal Programs of Instruction (POIs), training programs, devices, materials, content, curriculum, and reports for various projects and tasks
- Conduct studies, prepare information, and support recommendations to training and readiness policy, DoD and Joint training, and learning science requirements
- Plan, support, and conduct proof of concepts, demonstrations, and training events for the OUSD P&R and its Directorates
- Analyze and recommend changes to acquisition, personnel management, and supporting systems to enhance force readiness, education, and training
- Maintain confidentiality and discretion, especially when handling sensitive military education policies and initiatives
- Deliver training for users, systems, processes, policies, and other OASD(R) directed training requirements
- Research and develop plans to leverage emerging insights and advances in the learning science field.[CH1]
Requirements:
- Active Secret Clearance is required; Top Secret (TS) or above is highly desired
- Bachelor’s degree in Public Administration, Political Science, Business Administration, higher education, education administration, or a technical field
- 10 years of experience in a relevant field, such as military education, professional military education, joint professional military education, government operations, defense policy, or program management
- Proficiency in Microsoft Office and familiarity with SharePoint, MS Teams, Adobe, and Outlook.
- Knowledge of DoD policies and procedures; including familiarity with DoD directives, instructions, and regulations (highly desired, as these pertain to military education programs).
- Experience with the DoD Correspondence and Task Management System (CATMS) is highly desired, or similar systems, such as TMT or ETMS2
Preferred Qualifications:
- Certifications (PMP, SHRM-CP, Six Sigma)
- A Master's degree or higher in a relevant field (e.g., Public Administration, Political Science, Business Administration, higher education, education administration or a technical field[CH2]
Knowledge/Skills/Abilities:
- Knowledge with congressional processes, to include inquires, responses, and the legislative process.
- Knowledge of GAO reporting and ability to handle (GAO) reporting requirements and audit processes
- Proficient knowledge and experience in MS office products, MS Teams, Adobe, Outlook (and similar)
- Knowledge of (DoD) Inspector General (IG) Reporting; to include reporting requirements and investigative processes
- Knowledge (and experience) in curriculum development and evaluation
- Strong analytical and problem-solving skills to assess and respond to complex issues
- Excellent written and verbal communication skills for drafting reports, memos, and responses
- Adaptable and fluent in dynamic working environments that involve high ranking / senior leadership individuals with competing project deadlines
- Ability to work in highly dynamic environment
- Ability to work on high-visibility or mission critical aspects of a given program and performs all functional duties independently
CATHEXIS offers competitive compensation packages to all eligible employees. Our goal is to provide a compensation package that reflects the value you bring to our team, is competitive with market rates, and promotes your financial security and personal well-being. The annual salary range for this role is $140,000 - $225,000. Please note that the salary information provided is a general guideline. CATHEXIS considers various factors in its final offer, including location, qualifications, experience, and skills.
