About the Role:
The Hypothermia Program Manager (PM) serves as a critical member of the LHSC leadership team. The PM supervises all Hypothermia Coordinators (HC). This position is a temporary position during the Hypothermia season of November 15, 2024, and April 1, 2025. The PM will be responsible for recruiting, hiring, training, scheduling, providing guidance, and implementing any necessary disciplinary actions. The PM will oversee the safety of the shelter, ensuring that all RCs are providing excellent service. This includes coordinating with the Loudoun Homeless Service Center, managing cleanliness, ensuring access to meals, and supporting the transportation of participants between both locations. The Program Manager will ensure the Hypothermia Coordinators are providing participants with information resources to support the participants' daily needs. The program manager is responsible for upholding the HC responsible for accurately recording and reporting information on the daily of participants utilizing the hypothermia program. They will also be responsible for data reporting and communicating any needs of the program to appropriate staff. If coverage is not available, or a vacancy occurs this position is designed with flexibility to cover. This position has a flexible schedule of 40 hours 4pm-8am (Tuesday - Saturday). The final schedule will be determined during the hiring process.
How you will contribute:
Duties and Responsibilities:
- The Program Manager is responsible for the hiring, training, development, scheduling, and direct supervision of all hypothermia program staff. As such, the PM will:
- Assist the community coordinator in coordinating volunteer support with HC
- Collaborate and help uphold safety guidance while operating in a low barrier sheltered environment.
- Ensure that the Hypothermia Coordinators are hired, trained and have access to all necessary items to perform the duties effectively.
- Provide guidance and support to all volunteers working closely with Community Coordinator. Ensuring that HC are effectively working with volunteers.
- Provide guidance and direction to hypothermia program staff as needed and during regularly scheduled one on one meetings
- Review documentation completed by hypothermia program staff to ensure it is in accordance with agency best practices
- Prepare and distribute monthly hypothermia program staff schedule; review and approve residential and hypothermia program staff timesheets and leave requests. Be able to make on the spot adjustments to the schedule that require flexibility, and innovative thinking.
- Coordinate essential personnel in the event of safety/weather emergencies
- Maintain a flexibles schedule in response to the needs of the shelter, and serve in an on-call capacity to help staff address crisis issues
- Participate in and facilitate staff meetings and staff trainings as directed by supervisor
- Under the supervision of the LHSC Director:
- Maintain current knowledge of Shelter House, hypothermia, and LHSC emergency procedures
- Ensure the facility is routinely cleaned and equipment functions properly for necessary operations
- Maintain current knowledge of emergency procedures and coordinating monthly fire drills
- Monitor the cleanliness of the building and support the HC in ensuring that the shelter is prepared for opening and closing. Track all inventory and order supplies as needed in accordance with and in consideration of the program budget
- Collaborate with the Data Quality Specialist to ensure accurate and timely data entry for the Hypothermia program and provide necessary data for program reports
- Provide direct services to program participants during regularly scheduled shift(s)
- Ensure basic needs items and services are provided with dignity and respect to program participants.
- Work closely with Assistant Director of Programs to support direct service staff and maintain ongoing communication
- Collaborate with Assistant Director of Programs and LHSC Director to address participant disputes and complaints related to their stay in shelter.
- Safely utilize Shelter House owned vehicles to drive participants to various locations.
- Notify the Management Team of any critical incidents and complete a Critical Incident Report before the end of shift for management review and submission
- Monitor the completion of HC timely completion of observation and critical incident report are completed by the end of the shift and emailed to all parties linked with the participant(s)
- Collaborate, coordination, and management of our volunteers while on site, ensuring that the HC works effectively and professionally with them.
- Proficiently operate a personal computer, fax, printer, copier, and Microsoft Office products (email, calendar, drive, etc.)

- Perform other duties deemed necessary to support the program and agency
Requirements
About You:
Required:
- A bachelor's degree in human services and/or operation business management or equivalent degree and/or commensurate experience
- 3+ years of program and/or staff management
- Strong public speaking and communication skills
- Strong written communication skills
- Ability to be flexible, prioritize competing priorities and make sound judgments
- Valid Driver’s License
- Willingness to work evenings and weekends
- Ability to proficiently operate a personal computer, fax, printer, copier, and Microsoft Office products (email, calendar, drive, etc).
Preferred:
- Experience leading/ supporting programs serving homeless families
- Experience leading/managing in a residential environment
- Ability to speak a second language at a proficient level
Physical Requirements:
- Annual TB Test is required
- Ability to sit or stand for long periods
- Ability to lift items weighing 10-20 pounds
