Position Overview:

We are seeking an FOIA Program Support Analyst to provide administrative FOIA support to our U.S. Government client in Arlington, VA.

Qualifications:

  • Active DoD Secret Clearance required.
  • Experience with Information Access support listed below.
  • 3 - 6 years of applicable federal experience.

Requirements

  • The contractor shall provide FOIA support related to this responsibility IAW AFMAN 33-302.
  • The contractor shall review/process/redact routine and significant FOIA requests, complaints, and appeals.
  • The contractor shall forward FOIA request/redactions/case files, within 3 working days from receipt to appropriate agencies (i.e., DoD, Federal Agencies, and AF FOIA Requester Service Centers) as required by the FOIA request itself.
  • The contractor shall provide DAF eFOIA helpdesk support to include account access, training, request status, or any inquiries from Air Force users, general public, and Federal Agencies. Contact with any helpdesk support requesters must be made within 1-business day if not sooner. Log shall be kept for FOIA Hotline calls only.
  • The contractor shall manage/configure/administer the DAF eFOIA System and eFOIA Public Access Link site for enhancement or new requirements. Contractor shall notify MAJCOMs/FLDCOMs/Agencies/Units of outage.
  • The contractor shall develop FOIA court documentation as required and within suspense date outlined for litigation cases.
  • The contractor shall run, review, redact, post reading room/library records and annual FOIA log report to the DAF FOIA Website.
  • The contractor shall process DAF-wide Federal Register notices and rules within 3 working days. Log shall be kept for all notices and rules received/processed.
  • The contractor shall file official records, maintain file plans, and manage DAF records for Information Access Programs, IAW DAF Records Disposition Schedule.
  • The contractor shall track and process DAF Information Access Programs audit recommendations and provide updates NLT the end of each month, via a status memorandum.
  • The contractor shall conduct the FOIA backlog reduction review and track/report backlog reduction plan for DAF-wide FOIA Requester Service Centers.
  • The contractor shall coordinate logistics, agenda, and briefings for annual DAF Information Access Professional Workshop as needed.
  • The contractor shall conduct Staff Assistance Visits for DAF Information Access Programs on an as needed basis and provide summary report of visit, NLT 3 working days upon return from visit.
  • The contractor shall produce process improvement plans for DAF Information Access Programs as needed.
  • The contractor shall process requests for records disposition, records searches and lost records reports for submission to National Archive Record Agency (NARA) as needed.
  • The contractor shall process inquiries for DAF Information Access Programs within 3 working days. Log shall be kept for all inquiry requests. Log of inquiries must include: point of contact information, inquiry details, date received, date processed, status and date completed.
  • The contractor shall process requests for Information Collections, IAW OMB, DoD, and DAF Policies, AFI 33-324.
  • The contractor shall process/submit Personally Identifiable Information (PII) breach reports to DAF and DoD within 2 working days of notification, IAW OMB Policy and AFI 33-332. Log shall be kept for all PII breaches received.
  • The contractor shall process/manage/redact/publish DAF Privacy Impact Assessment (PIA), IAW e-Government Act of 2002 and AFI 33-332.
  • The contractor shall process Privacy complaints and process, manage, and report the DAF Privacy Act System of Record Notice (SORN) on a weekly basis to include review for Office of Management and Budget (OMB) license requirements, IAW Privacy Act of 1974, AFI 33-332, and AFI 33-324. Log shall be kept of all SORN requests and OMB license requirements.
  • The contractor shall manage/maintain/update DAF Information Access Programs web sites, e- Reading Room, and Collaboration sites IAW DAF and DoD guidance.
  • The contractor shall review, assess, and report required DAF Information Access Programs Compliance. Contractor will also coordinate with Program Managers (PM) and Portfolio Managers (PfM) to address any questions/issues with DAF Information Access Programs Compliance updates/requirements.
  • The contractor shall review the DAF Information Access Program regulations/instructions at least yearly to verify if updates are required. If updates are required, the contractor will update the regulations/instructions/manuals/pamphlets.
  • The contractor shall process and meet delivery suspense’s for Information Access Programs annual reports to include, but not limited to: DAF FOIA/Attorney General Report to Department of Justice (DOJ) via DoD; the Senior Agency Official Report for Records Management/Records Management Self- Assessment to the NARA via DoD; and the Privacy Federal Information Security Modernization Act (FISMA) report to DoD.

Office Hours:

  • 0800 to 1700 Monday through Friday
  • Work to be performed at the Pentagon.
  • Occasional telework may be approved in advance by the client though not guaranteed
