Job Description: Deputy Under Secretary of the Air Force-International Affairs (SAF/IA) is a team of international affairs experts committed to enabling conflict prevention and joint/coalition operational success through sustained security cooperation activities in air and cyberspace domains. Our focus is on maintaining and building trust with existing and new partners for our mutual security interests while strengthening U.S. and Global Security. The Deputy Under Secretary of the Air Force-International Affairs, Armaments Cooperation Division (SAF/IAPC) develops and enhances international relationships through strategic cooperative partnerships that leverage global expertise and resources to improve U.S. and partner defense capability, capacity, and interoperability. These partnerships capture all Research, Development, Test, and Evaluation (RDT&E) and acquisition activities in the air and cyberspace domains.

This position will maintain, and improve as required, the existing document management system in support of SAF/IAPC and the International Space Cooperation Division (SAF/IARS) in order to track International Agreements and related staffing documents. The SAF/IAPC document management system includes document management features, reporting capability, and search functionality and is user-configurable and user-maintainable.

Responsibilities:

  • Extrapolating, utilizing, and analyzing data to generate monthly summary reports.
  • Responsible for low-level documentation, status meetings, administrative support, and user training on the system.
  • Coordinating with SAF/IAPC personnel to develop improvements to the database.
  • Incorporating new software releases and improvements to the database.
  • Controlling access to the system and grant access to external users when approved by SAF/IAPC.
  • Utilizing the database to create briefings in support of SAF/IAPC, SAF/IAP, and SAF/IA leadership.
  • Maintaining database functionality.
  • Building and maintaining a professional relationship with the Defense Technical Information Center (DTIC) and other service counterparts.
  • Through close coordination with DTIC, ensure DAF data can be pushed to the Office of the Secretary of Defense IAC Data Base monthly or as required.

Requirements

  • A bachelor’s degree (master’s desired) with a desired emphasis in International Affairs, Security Cooperation, and/or International Business curriculum
  • Active DoD Secret Security Clearance
  • Five (5) minimum years of experience to demonstrate effectiveness and success in one or more mission areas below:
  1. Demonstrated experience developing, coordinating, implementing and tracking IAC international agreements.
  2. US DoD staff experience in a military or civilian capacity performing the duties of Personnel Assignments / exchanges.
  3. Knowledge and general understanding of IAC Programs; ICR&D, CWP, and FCT.
  4. Knowledge and general understanding of Security Cooperation, specifically IAC to include the processes, legislation and players.
  5. Knowledge and understanding of IAC tools and databases.
  6. Demonstrated experience interpreting laws, regulations, and guidance required to develop, coordinate, and implement international agreements.
  7. Demonstrated experience in DoD and DAF Financial laws, regulations, and guidance.
