NuvoLogic Consulting is seeking a Data Scientist with strong data science and analysis skills to support our public sector clients. As Data Scientist, you will be supporting a critical project that directly contribute to national disaster preparedness and recovery with the SBA Office of Disaster Recovery and Resilience (ODR&R). This role will work closely with the Scrum Team, Product Owner, disaster subject matter experts, and other key stakeholders to develop and analyze data-driven solutions that aid in disaster preparedness, active disaster response, and post-disaster recovery efforts. The Data Analyst will contribute to building advanced data analytics and GIS tools and products that will help the SBA make informed and efficient decisions during critical times. As a Data Scientist on our team, you will utilize advanced technical skills to build tools to collect, cleanse, and interpret data trends, perform portfolio analysis, answer a business question, or research a specific topic of concern. You will transform data into actionable results for the client and management to make impactful and informed decisions presenting results in the form of reports or using data visualizations. You will design and build algorithms and predictive models, and visualizations, while also considering use of AI and ML to help provide deeper insights about disasters to help the SBA make critical decisions.
Responsibilities and Duties:
- Collect, process, and analyze large datasets related to disaster response, recovery, and resilience. Utilize advanced data analytics techniques to extract actionable insights that drive decision-making.
- Assemble large, complex data sets that meet functional / non-functional business requirements.
- Compare and analyze various methods through PoC (Proof of Concept) to find the optimal solution and apply it in production
- Design and build data transformation and data structures
- Work closely with the Scrum Team and Product Owner to understand project objectives, user stories, and requirements. Ensure that data analysis efforts align with the project’s goals and priorities.
- Create data visualizations, dashboards, and reports using tools such as Tableau and PowerBI to present findings to key stakeholders. Develop meaningful metrics and KPIs that track the effectiveness of disaster recovery and resiliency efforts.
- Leverage GIS tools such as AGOL and ArcGIS Hub to analyze and visualize geospatial data, providing insights into disaster impact areas, resource allocation, and recovery efforts.
- Ensure the accuracy, completeness, and integrity of data by implementing quality assurance processes and validating datasets regularly.
- Design and build algorithms and predictive models using techniques such as linear and logistic regression, ensemble models (random forest and/or gradient boosted trees), neural networks, and clustering techniques.
- Develop, deploy, and integrate predictive models into business processes and applications.
- Validate and optimize model performance upon deployment and track over time as necessary.
- Develop performant data models to be utilized by BI and AI/ML systems
- Construct data models for Machine Learning infrastructure
- Apply machine learning, artificial intelligence, and data mining techniques to understand data patterns, identify data anomalies, and classify data sets of both structured and unstructured data.
- Collaborate with the Scrum Team and Product Owner to gather and refine data requirements for new features, tools, and dashboards. Translate business needs into technical data specifications.
- Work with Senior Data Scientists and disaster subject matter experts to develop advanced data analytic tools/products to help SBA make informed and critical decisions that are reliable and accurate.
- Present complex analysis results tailored to different audiences in a highly consumable and actionable form including the use of data visualizations, graphs or infographics.
- Design and create new analytic procedures & automation.
Requirements
- Master’s in Data Science, Statistics or related field.
- 3+ years of experience in data analysis, preferably in disaster management, government operations, or data science.
- Proficiency with data visualization tools such as Tableau, PowerBI, and experience with GIS tools such as AGOL and ArcGIS Hub.
- Proficiency with statistical and data software, such as SAS, SQL, Python, R.
- Experience working with large datasets and performing statistical analysis, predictive modeling, and data mining.
- Understanding of GIS principles, with hands-on experience using geospatial data for analysis and mapping.
- Public sector experience.
- Experience using natural language processing techniques is a plus.

Requirements:
- Advanced knowledge in model evaluation, tuning and performance, operationalization and scalability of scientific techniques and establishing decision strategies.
- Experience with automated, process-driven dataflows using ML algorithms and resources.
- Experience with NLP across text, imaging.
- Experience with Amazon Web Services or Azure.
- Strong, expert-level knowledge in advanced SQL
- Deep understanding of data warehouse structures (OLTP vs. OLAP, Fact/Dimension, schemas, etc.)
- Hands on experience working with relational databases and ETL processes
- Experience using BI tools to analyze large datasets
- Experience with big data tools
- Experience with relational SQL and NoSQL databases
- Knowledgeable of object-oriented/object function scripting languages: Python, Java, Scala, etc.
- Strong research, analytical, critical thinking, and problem-solving skills.
- Strong verbal and written communication skills.
- Ability to analyze and interpret complex statistical and financial data using various program languages.
- Ability to communicate complex, technical concepts in a simplified way to both technical and non-technical audiences verbally and in written form.
